Previous issue date: 2014-07-23 / Unidades de Conserva??o s?o ?reas com limites definidos cuja fun??o ? a conserva??o da biodiversidade. A
gest?o participativa, nessas ?reas, ? garantida atrav?s da Lei do SNUC (9.985/00) e do Decreto n? 4.340/02 que
consolidaram o direito da participa??o das popula??es na cria??o, implanta??o e gest?o das Unidades de
Conserva??o. Uma das formas desse direito ser exercido ? atrav?s da participa??o nos conselhos gestores da
unidade de conserva??o. O presente trabalho analisa os mecanismos e processos de gest?o participativa, sob o
enfoque da atua??o do conselho gestor, da ?rea de Prote??o Ambiental dos Recifes de Corais (Aparc), que ?
uma unidade de conserva??o que apresenta o turismo como uma das principais atividades desenvolvidas no
local, por meio da caracteriza??o dos princ?pios da gest?o participativa aplicados na implanta??o e gest?o da
Aparc, como tamb?m da an?lise da participa??o dos representantes no conselho gestor e sua atua??o em rela??o
?s propostas para o turismo. Para isso, procede-se a um estudo descritivo com abordagem qualitativa. Para essa
an?lise, foram revisados v?rios documentos da Aparc e de seu conselho gestor, desde a sua oficializa??o, em
2001, at? a ?ltima reuni?o do conselho realizada em 2013, documentos esses compreendendo 55 atas, listas de
presen?as, decretos e leis. Utilizou-se, ainda, como m?todos de coleta, a observa??o direta durante as reuni?es do
conselho e entrevistas de car?ter semiestruturado com conselheiros e ex-conselheiros. Os resultados mostraram
que os processos e mecanismos de uma gest?o participativa na Aparc foram atendidos parcialmente, podendo ser
considerada uma pr?tica em constru??o, necessitando de um maior comprometimento das entidades que
comp?em o conselho gestor. Em rela??o ao turismo, ? uma atividade debatida em conselho desde sua cria??o,
sendo assunto de pauta de todas as reuni?es, cujos representantes do setor apresentaram maiores ?ndices de
frequ?ncia, necessitando, por?m, de um maior entendimento entre todos os envolvidos no processo para que o
turismo desenvolvido na Aparc seja consciente, sustent?vel, participativo e economicamente democr?tico. / Protected Areas are areas with boundaries defined whose function is biodiversity conservation. Participatory
management in these areas is ensured by the SNUC Law (9.985/00) and Decree 4.340/02 which consolidated the
right of participation of the people in the creation, deployment and management of protected areas. A form of
this right being exercised is through participation in the management councils of the conservation unit. This
study examines the mechanisms and processes of participatory management, with a focus on performance of the
management board, the Environmental Protection Coral Reef Area (Aparc), which is a protected area that has
tourism as one of the main activities on site, through the characterization of the principles of participatory
management applied in the implementation and management of Aparc, as well as the analysis of the participation
of representatives of the management council and its action on the proposals for tourism. For this, we present a
descriptive study with a qualitative approach. For this analysis, several documents Aparc and its management
council were reviewed since its formalization in 2001, until the last board meeting held in 2013, documents
comprising these 55 records, attendance lists, decrees and laws. It was also used as collection methods, direct
observation during council meetings and semi-structured interviews with directors of character and former
advisers. The results showed that the processes and mechanisms of participative management in Aparc were
partially met, can be considered a practice in construction, requiring a greater commitment from entities that
compose the management council. As regards tourism, it had been discussed in council since its beginning, it?s
the subject of the agenda of all meetings activity, with the industry representatives had higher frequency,
however, requiring greater understanding among everyone involved in the process so that tourism developed in
Aparc is conscious, sustainable, participatory democratic and economically.
