This is inserted in the research line Institucional Evaluation and University Management of the Mastership Program of PUC-Campinas. The methodology used consisted of a bibliographical study on the subject from the 1960, based mainly in Paulo Freire, over the half-structured interviews with educators who participated directly in the projects: Gin?sios Vocacionais (S?o Paulo state schools, 1961 1969), Programa Est?gio Capacita??o Docente (State University of Campinas - Unicamp, 1993 2000) and the Movimento de Pedagogia Waldorf (Campinas, 1987 - 2005). The analysis basis is the historic-dialectic, since it has searched the interests and resistances of the participative democratic process inside a partner-politicianeconomical contexts. The main contribution of the study is in the understanding of how the participation of educators estimates a social positioning, supported for a personal utopia, for the participative management and for a project of education that if proposes to surpass the established neoliberal culture in the individualism, in the competitiveness and efficiency. / O presente trabalho visa desvendar os elementos que favorecem o envolvimento de educadores em projetos coletivos, assim como contribuir para a forma??o de educadores e gestores educacionais. Est? inserido na linha de pesquisa Avalia??o Institucional e Gest?o Universit?ria do Programa de Mestrado da PUC-Campinas. A metodologia utilizada consistiu de um estudo bibliogr?fico sobre o tema a partir de 1960, baseado principalmente em Paulo Freire, al?m de an?lise qualitativa de entrevistas semi-estruturadas com educadores que participaram diretamente dos projetos: Gin?sios Vocacionais (Rede Estadual Paulista, 1961-1969), Programa Est?gio Capacita??o Docente (Universidade Estadual de Campinas - Unicamp, 1993-2000) e o Movimento de Pedagogia Waldorf (Campinas, 1987-2005). A base de an?lise ? a hist?rico-dial?tica uma vez que revela interesses e resist?ncias no processo democr?tico participativo dentro de contextos s?cio-pol?tico-econ?mico. A contribui??o principal do estudo est? na compreens?o de que a participa??o de educadores pressup?e um posicionamento social, sustentado por uma utopia pessoal, pela gest?o participativa e por um projeto de educa??o que se prop?e superar a cultura neoliberal baseada no individualismo, na competitividade e efici?ncia.

The participative management is guaranteed through the law of SNUC and the decree 4.340/2002 that possesses a chapter exclusively about Conservation Units Council. The objective of this work was to analyze the participative management in conservation Units from one case study, the one of Petr?polis EPA. The present work is organize in three chapters the first treated the mobilization process for the creation of the Petropolis EPA council. In this chapter the period was analyzed from the beginning of the mobilization for construction of the governance, making for the creation of the council in 1997 to the council officialization in 2000. Chapter II treat of the participation and the representativity of this council. In this chapter three analysis were accomplished, the first considered the criterion-stablished by the law 9.985/2000 and of the decree 4.340/2002, the second analysis was made by categories of stablishe analysis for this work that were: numbers of meetings for year; number of participants at the meetings; composition of the Council; number of institutions evvolution; relation between the number of institutions and the population; relation between number of institutions and the municipal sistrict areas belonging to the Unit; institutions not beloning to theCouncil that attend the meetings and closing this chapter, the third analysis was centered in stablished criteria by other tree authors in 2003. The criteria adopted by these author were based on the beginnings of a governance good list of the United Nations Program for the Development (PNUD). In the chapter III were analyzed the implemented actions in the Council ambit, as well as the projects and the way as happens the communication between the Councilo and the populatikon. With this Petropolis EPA Council assisted to stablished criteria for SNUC, it presented good representativity, strong participation of the civil society, however needing incentive to the frequency of institution. O presente trabalho analisa os mecanismos e processos de gest?o participativa, sob o enfoque da atua??o do conselho gestor, da ?rea de Prote??o Ambiental dos Recifes de Corais (Aparc), que ? uma unidade de conserva??o que apresenta o turismo como uma das principais atividades desenvolvidas no local, por meio da caracteriza??o dos princ?pios da gest?o participativa aplicados na implanta??o e gest?o da Aparc, como tamb?m da an?lise da participa??o dos representantes no conselho gestor e sua atua??o em rela??o ?s propostas para o turismo. Para isso, procede-se a um estudo descritivo com abordagem qualitativa. Para essa an?lise, foram revisados v?rios documentos da Aparc e de seu conselho gestor, desde a sua oficializa??o, em 2001, at? a ?ltima reuni?o do conselho realizada em 2013, documentos esses compreendendo 55 atas, listas de presen?as, decretos e leis. Utilizou-se, ainda, como m?todos de coleta, a observa??o direta durante as reuni?es do conselho e entrevistas de car?ter semiestruturado com conselheiros e ex-conselheiros. Os resultados mostraram que os processos e mecanismos de uma gest?o participativa na Aparc foram atendidos parcialmente, podendo ser considerada uma pr?tica em constru??o, necessitando de um maior comprometimento das entidades que comp?em o conselho gestor. Em rela??o ao turismo, ? uma atividade debatida em conselho desde sua cria??o, sendo assunto de pauta de todas as reuni?es, cujos representantes do setor apresentaram maiores ?ndices de frequ?ncia, necessitando, por?m, de um maior entendimento entre todos os envolvidos no processo para que o turismo desenvolvido na Aparc seja consciente, sustent?vel, participativo e economicamente democr?tico. / Protected Areas are areas with boundaries defined whose function is biodiversity conservation. Participatory management in these areas is ensured by the SNUC Law (9.985/00) and Decree 4.340/02 which consolidated the right of participation of the people in the creation, deployment and management of protected areas. A form of this right being exercised is through participation in the management councils of the conservation unit. This study examines the mechanisms and processes of participatory management, with a focus on performance of the management board, the Environmental Protection Coral Reef Area (Aparc), which is a protected area that has tourism as one of the main activities on site, through the characterization of the principles of participatory management applied in the implementation and management of Aparc, as well as the analysis of the participation of representatives of the management council and its action on the proposals for tourism. For this, we present a descriptive study with a qualitative approach. For this analysis, several documents Aparc and its management council were reviewed since its formalization in 2001, until the last board meeting held in 2013, documents comprising these 55 records, attendance lists, decrees and laws. It was also used as collection methods, direct observation during council meetings and semi-structured interviews with directors of character and former advisers. The results showed that the processes and mechanisms of participative management in Aparc were partially met, can be considered a practice in construction, requiring a greater commitment from entities that compose the management council. As regards tourism, it had been discussed in council since its beginning, it?s the subject of the agenda of all meetings activity, with the industry representatives had higher frequency, however, requiring greater understanding among everyone involved in the process so that tourism developed in Aparc is conscious, sustainable, participatory democratic and economically.

Gest?o democr?tica e participativa: o estado do conhecimento de teses e disserta??es nacionais (1998 a 2010)

The structure of the education is going through several changes influenced by political, social and economic matters bringing up the interest for new ideas and management models. The changes contained in both the 1988 Federal constitution as the 1996 LDB indicate new guidelines for school management. The present work analyzed 17 Brazilian digitalized Ph.D. theses and 135 master dissertations on democratic and participative management in public schools from 1998 to 2010. The aim was to identify and map the origins and trends of those scientific studies and the possible existence of moral psychology concepts related to democratic and participative management. This bibliographic review covers a specific area based on a study of wider coverage. The database chosen for the study was from CAPES (Brazilian national department on higher education). The data selection was based on four steps. The first was based on a digital database. The second was based on studies that addressed the democratic management searching only the abstracts. The third step looked for principles and participative channels based on democratic management and the fourth step focused on those studies related on how to set up a democratic and participative management on public schools. It was found a larger number of master dissertations than Ph.D. Theses on the topic and they were mainly concentrated on the public universities of the southeast region, specifically those located in the state of S?o Paulo. Under qualitative analysis, data were grouped in two: principles and Instruments of participation channels. The first one contains two categories (autonomy and model implementation) and the second group contains three categories (council management, pedagogical and political project and election for directors). The result of the analysis shows a higher concentration of the studies on autonomy followed by those focusing on council management. Important to note that there are very few studies that uses the concept of moral psychology to discuss democratic management. In general it was found that there is an overall consciousness and a democratic discourse in schools. Nevertheless its practice is still distant to the theoretical concept of school management. Assuming that the Brazilian educational management is currently in advanced structural transformations, this study was intended to contribute to the investigations on how the new management is being structured, particularly the democratic and participative management. / A gest?o da escola, de forma particular a gest?o democr?tica, vem ganhando destaque nas pesquisas cient?ficas brasileiras nos ?ltimos anos. A estrutura da educa??o sofre diversas modifica??es influenciadas por quest?es pol?ticas, sociais e econ?micas, despertando o interesse por novas ideias e modelos de gest?o. As mudan?as contidas tanto na Constitui??o Federal de 1988 como na LDB de 1996 apontam novas diretrizes para a gest?o da escola. A partir destes apontamentos, essa pesquisa tem como objetivos pesquisar e analisar a produ??o em teses e disserta??es nacionais digitalizadas, a respeito da gest?o democr?tica e participativa em escolas p?blicas no per?odo de 1998 a 2010, identificar e mapear as origens e tend?ncias presentes em pesquisas sobre a gest?o democr?tica e participativa e identificar se h? a exist?ncia da contribui??o dos conceitos da Psicologia Moral em pesquisas sobre a gest?o democr?tica e participativa. A presente pesquisa, de cunho bibliogr?fico, caracteriza-se como estado do conhecimento, por entendermos que o mesmo representa um estudo de uma determinada ?rea tem?tica de uma pesquisa de maior abrang?ncia. O banco de dados escolhido para o levantamento das pesquisas foi o da CAPES, utilizando a palavra chave: gest?o da escola. O processo de sele??o de dados desenvolveu-se em quatro fases. A primeira constituiu-se do levantamento das pesquisas no banco de dados digital. Na segunda fase selecionamos os trabalhos que abordavam a gest?o democr?tica, utilizando apenas os resumos. Na terceira foram elaboradas categorias (princ?pios e canais participativos) baseadas nos crit?rios que regem a gest?o democr?tica e selecionadas apenas pesquisas que se enquadravam nessas categorias. A quarta e ?ltima parte consistiu-se da realiza??o da an?lise dos documentos, procurando explorar os conte?dos para responder nossa pergunta: como se configura, em teses e disserta??es nacionais digitalizadas, a gest?o democr?tica e participativa? Foram selecionados 152 trabalhos (135 disserta??es e 17 teses). A an?lise quantitativa dos dados aponta maior n?mero de disserta??es do que teses, sendo que as universidades p?blicas da regi?o sudeste, especificamente no estado de S?o Paulo, concentram a maior parte das produ??es. Na an?lise qualitativa os dados foram agrupados em dois eixos Princ?pios e Instrumentos de canais de participa??o sendo que o primeiro cont?m duas categorias (autonomia e implanta??o do modelo) e o segundo tr?s categorias (?rg?os colegiados, projeto pol?tico pedag?gico e elei??o para diretores). A an?lise desses dados aponta maior concentra??o de trabalhos sobre autonomia, seguido dos que abordam os ?rg?os colegiados. Destaca-se, ainda, que raros s?o os trabalhos que utilizam os conhecimentos da Psicologia Moral para discutir a gest?o democr?tica. De forma geral verificou-se que existe uma consci?ncia e um discurso democr?tico nas escolas, entretanto sua pr?tica ainda ? um objetivo distante da gest?o escolar. Partindo do pressuposto de que a gest?o educacional brasileira encontra-se em avan?ado momento de transforma??es estruturais, esta pesquisa pretendeu contribuir com a investiga??o de como est?o se consolidando as novas gest?es, em particular a gest?o democr?tica e participativa.

For practicing the Support, Campos (2007b), PNH (BRAZIL, 2008); Bertussi (2010) and Oliveira (2011) recommend a capacity of negotiation, facilitation of processes, action from the everyday, Collective Spaces activation and ability to do together with the people instead of doing for them. Whereas there are several meanings to those recommendations and diversity in its operation, it is a challenge the professional development of the supporters. The aim of this methodological development study was to elaborate and validate an instrument in order to assess the work process of supporters and teams of support from a semantic and content point of view. The literature review pointed out the lack of scientific papers related to job evaluation process in Support. The documentary research (2008-2011) of the competency records of institutional supporter discussed by the employees of the Primary Care Directorate of Health Department of Bahia State and the methodological theoretical deepening enabled the defining attributes: Observation and Listening; Porosity; Ability of Trading; Proposition of Offers; Activation of the Collective Spaces and Teamwork. The process of development and validation of content and semantics was based according to the procedures of the European project DISABKIDS. The content validation done by five judges, from the percentage of agreement, assessed the relevance of the attributes of the study in question. The semantic validation, by 27 institutional supporters linked to federal, state or municipal organizations verified the understanding that each supporter had in each one of the attributes. The Mandala Assessment, a tool based on the Permanent Education in Health, Appreciative evaluation and participatory management, consists of a radar chart, six attributes, answer scale, score standardization based on quartiles and typology for the development of the Function Support, practical guidelines for the use, and intends to propose clues to the assessment process, orientation and permanent education of institutional supporters / O Apoio Institucional, estrat?gia metodol?gica para a cogest?o, surge como inova??o para a amplia??o da democracia institucional no Sistema ?nico de Sa?de sendo experimentada no n?vel municipal, estadual e federal. Para a pr?tica do Apoio, Campos (2007b), PNH (BRASIL, 2008); Bertussi (2010) e Oliveira (2011) recomendam a capacidade de negocia??o, facilita??o de processos, a??o a partir do cotidiano, ativa??o de Espa?os Coletivos e capacidade de fazer junto com as pessoas e n?o em lugar delas. Considerando que existam diversos sentidos para tais recomenda??es e diversidade em sua operacionaliza??o, ? um desafio o desenvolvimento profissional dos apoiadores. O objetivo deste estudo de desenvolvimento metodol?gico foi elaborar e validar um instrumento para avalia??o do processo de trabalho de apoiadores e equipes de Apoio do ponto de vista sem?ntico e de conte?do. A revis?o de literatura apontou a car?ncia de publica??o de artigos cient?ficos relacionados a avalia??o do processo de trabalho no Apoio. A pesquisa documental (2008 a 2011) dos registros das compet?ncias do apoiador institucional discutidas pelos trabalhadores da Diretoria de Aten??o B?sica do Estado da Bahia e o aprofundamento te?rico metodol?gico, permitiu a defini??o dos atributos: Observa??o e Escuta; Porosidade; Capacidade de Negocia??o; Proposi??o de Ofertas; Ativa??o de Espa?os Coletivos e Trabalho em Equipe. O processo de elabora??o e valida??o de conte?do e sem?ntica se fundamentou nos procedimentos do projeto europeu DISABKIDS. A valida??o de conte?do por cinco ju?zes, a partir da porcentagem de concord?ncia, avaliou a relev?ncia dos atributos ao constructo em quest?o. A valida??o sem?ntica, por 27 apoiadores institucionais vinculados a organiza??es de n?vel federal, estadual ou municipal verificou a compreens?o que cada apoiador tinha de cada um dos atributos. Trata-se de uma pesquisa explorat?ria que utilizou uma abordagem descritiva-quantitativa. O estudo, dentre v?rios aspectos, busca caracterizar o programa sob o enfoque te?rico da gest?o participativa, recorrendo, para tanto, ?s t?cnicas de pesquisa documental e de entrevistas realizadas n?o apenas com os gestores respons?veis diretamente pelo planejamento do programa, como principalmente na aplica??o de question?rios envolvendo a comunidade acad?mica. Foram criados indicadores, a exemplo de "Dialogismo", "Protagonismo", "Formula??o da pol?tica da institui??o", entre outros, com base em aspectos-chave destacados do referencial te?rico estudado e de declara??es dos gestores da REITI, que acabaram subsidiando na elabora??o das vari?veis estudadas. Os resultados foram analisados em tr?s categorias, "Participantes", "Alunos" e "Servidores", com base na compara??o dos valores percentuais das respostas obtidas e as conclus?es foram desenvolvidas de maneira descritiva e anal?tica, fundamentadas pelo referencial te?rico. A pesquisa descobriu que a REITI, apesar de estabelecer um processo participativo, n?o proporciona o compartilhamento do poder de decis?o com os servidores e alunos, caracter?stica que, caso estivesse presente, a evidenciaria como modelo de gest?o genuinamente participativa e democr?tica. Apesar disso, o estudo concluiu que alunos e servidores percebem a import?ncia do programa quanto ao estabelecimento de uma rela??o dial?gica que produz resultados ben?ficos na realidade da comunidade acad?mica do instituto. / The general objective of this work was to analyze the program "Itinerant Rectory of the IFPB" (REITI), as a participative management process in the Federal Institute of Para?ba, with the purpose of verifying to what extent REITI would provide power sharing and control of decisions to a part of the IFPB academic community, with a view to achieving participatory and democratic management in the institution. It is an exploratory research that used a descriptive-quantitative approach. The study, among several aspects, seeks to characterize the program, under the theoretical approach of participatory management, resorting to the techniques of documental research and interviews conducted not only with managers directly responsible for program planning, but mainly by the application of questionnaires involving the academic community. Indicators were created, such as "Dialogism", "Protagonism", "Formulation of institution policy", among others, based on key aspects highlighted from the theoretical framework studied and from declarations of REITI managers, what ended up subsidizing the elaboration of the variables studied. The results were analyzed in three categories, "Participants", "Students" and "Servants", based on the comparison of the percentage values of the answers obtained and the conclusions were developed in a descriptive and analytical way, based on the theoretical references. The research found that REITI, in spite of establishing a participatory process, does not provide the sharing of decision-making power with the servants and students, a characteristic that, if present, would show it as a genuinely participatory and democratic management model. Despite this, the study concluded that students and servants perceive the importance of the program in establishing a dialogical relationship that produces beneficial results in the reality of the academic community of the institute.
