Det kontrollera(n)de klassrummet : bedömningsprocessen i svensk grundskolepraktik i relation till införandet av nationella skolreformer / The controlled/controlling classroom : the assessment process in Swedish compulsory school practice in relation to the introduction of national school reforms

The aim of this thesis is to investigate the assessment process in Swedish compulsory school practice, and the changes that occur in relation to the introduction of national school reforms. The fieldwork forming the basis of the thesis was conducted in year five and year six classrooms between 2011-2013, a period during which new national syllabuses with knowledge requirements, grades in year six and extended national tests were introduced. The thesis consists of four articles, the first of which explores how the assessment process is put into practice in a year five classroom and how it is understood by the students and one of their teachers. The fieldwork on which the first article is based was conducted prior to the introduction of the above-mentioned reforms. The second article investigates the assessment process in two different year five classrooms in two schools, after the introduction of the new syllabuses but prior to the introduction of grades in year six and extended national tests. The third article investigates changes in the assessment process in the same two schools. The fieldwork was conducted in year five and year six, in relation to the introduction of grades in year six and extended national tests. The fourth article addresses how changes in the assessment process have affected students’ learner identities. The empirical material was collected during four fieldwork periods in three schools, chiefly through classroom observations, interviews and student essays. The analysis in the thesis is based primarily on Basil Bernstein’s (e.g. 2000) theoretical framework but also on the theoretical concepts of Torrance and Pryor (1998). The study shows that the reforms are exerting a significant influence on the assessment process in the investigated classroom practices. Teachers monitor their students’ performance more closely and students strive to acquaint themselves with what is expected of them. It also appears that the focus is increasingly on students’ performance in relation to the steering documents, that the more regulated practices restrict teachers’ and students’ autonomy and that the assessment process in the two schools investigated in both year five and year six are becoming increasingly similar. Furthermore, the study shows that students tend to pay more attention to their school work, while at the same time experiencing more negative pressure to perform. In the concluding analysis and discussion sections, connections are drawn between prevailing education policy and the reforms, as well as their influence on classroom practice, students and teachers.

The Duty to Consult First Nations within the Environmental Assessment Process: A Resource Industry Perspective

The legal doctrine, ‘Duty to Consult’, was set through a number of landmark court cases between 1997 and 2004. It is this duty that has helped First Nations receive official stakeholder status in the negotiation of land and resource use issues in British Columbia (BC), Canada. Later, policy initiatives, a best practices handbook, and procedure development shaped through the actual practice of consultation, contributed to the formation of an ‘in practice’ reality of this duty. When making an application to undertake a resource extraction or utilization project, industry proponents must go through BC’s Environmental Assessment (EA) process. This process is one example of where the ‘Duty to Consult’ has been applied in the form of a required consultation with First Nations affected by a proposed project. Despite the formation of law and policy meant to guide this area of practice and produce successful consultation activities, it is left unclear from law and policy alone what actual strategies are used by industry proponents to meet the requirements of consultation during an EA. However, as successful consultation is the goal, understanding the strategies alone is insufficient for creating a clear picture of the important considerations of this process. For this reason, the research sought to understand what overarching approach, aside from legal parameters and policy frameworks, guide the practice of consultation with First Nations in private sector resource industry projects. Identifying and examining the difficulties of consultation from the perspective of industry helped explain what the overall approach must be when undertaking this type of consultation and why this approach is of such importance. In the last few years EA has gained greater attention in BC. Due to this, reviewing the legal context and documents that officially shape the practice of consultation within the EA process is timely, relevant and provides a basis for further research. The research involved interviews with industry proponents and staff at the Environmental Assessment Office (EAO). These served to develop an understanding of the individual experience of those working in the field. In developing a fuller picture of the subtleties of the consultation process, the interviews are supplemented with an analysis of the social and political context that influences consultation. The analysis revealed that more effective consultations prioritize relationship-building as their primary approach and are responsive to the varying local conditions, as each community engaged with is unique. The findings present challenges perceived on the industry side that may help provide better understanding of the influences on the EA process and approach used by industry proponents. Although there are subtle differences between the issues identified by both the EAO and the industry proponents interviewed, overall the similarities were significant. All of those interviewed identified relationship-building between all stakeholders as a key approach to the process and to the long-term success of the projects being proposed. Given the historical context of the relationship between all stakeholders, the conclusion of the research is that, although building trusting relationships will be difficult given the history of relations, it is also the starting point for building greater understanding and repairing trust within this particular sector. / Graduate / 0617 / 0615 / mtamina@uvic.ca

This thesis analyses social worker’s assessments of appropriate same-sex parenthood in the case of second-parent adoption in Sweden to thereby investigate the governmentality directed toward same-sex parents and how this governing practise normalises certain discourses on parenthood. The material consists of interviews with social workers conducting second-parent adoptions, which have been analysed through a discourse analysis deploying theoretical frameworks on governmentality, heteronormativity and family theory. The thesis has provided a deeper understanding of the effects of normative discourses on the exercise of public authority in the case of second-parent adoption. Great differences have been found among which criteria are used to condition same-sex parenthood and the impact of social workers own perceptions of suitable parenthood and the purpose of the assessment process.

O processo de avaliação de empresas por modelos e técnicas formais tem por objetivo nortear a gestão e os grupos de interessados quanto à tomada de decisão ótima. Em geral, no processo de avaliação estes modelos são utilizados seguindo pressupostos acerca do valor dos benefícios da firma, dando a conotação de que o valor do negócio é o valor destes benefícios. Em empresas que atuam em mercados com alta competitividade e elevado nível de desenvolvimento e emprego de tecnologias e inovações, a utilização isolada de técnicas focadas em benefícios dos negócios atuais se mostram inadequadas para avaliar a habilidade da organização na resposta às variáveis mercadológicas. Sob este prisma, as vantagens advindas de estratégias competitivas e minimização das possibilidades de perdas do negócio, principalmente conquistadas através de estratégias de flexibilização e de geração de oportunidades de novos negócios se mostram importantes direcionadores de valor. O valor gerado por oportunidades e flexibilidades em empresas de telecomunicações é o foco da presente pesquisa que objetiva fundamentar em suas discussões e testes a viabilidade de incorporação do modelo de opções reais no processo de avaliação das empresas do setor, partindo do pressuposto de que o mercado, visualizando a importância das estratégias de gestão dos investimentos e da estrutura da empresa para o seu sucesso na geração de valor, remuneram estas organizações, atribuindo o valor de acordo com suas expectativas. Foram testados os modelos de efeitos fixos e aleatórios de dados em painel para verificar a significância das variáveis explicativas geradoras de valor potencial de opções reais. Os testes demonstram significância estatística das variáveis, embasando o modelo. Não obstante, a pesquisa posiciona estudos e levantamentos teóricos acerca dos modelos de avaliação abordados para contextualizar a utilidade do modelo de opções reais em processos de avaliação, bem como destaca a aplicabilidade procedimental do modelo de opções reais em conjunto com a técnica de fluxo de caixa descontado na avaliação de empresas do setor. Seus objetivos de discussão e averbação da aplicabilidade da teoria são alcançados, dado o conjunto de métodos empíricos e ilustrativos de sua técnica. / The process of business valuation for formal models and techniques aims to guide the management and stakeholder groups as to the optimal decision-making. In general, in the evaluating process these models are used following assumptions about the value of the firm benefits, giving the connotation that business value is the value of these benefits. In companies that operate in markets with high competitiveness and high level of development and use of technologies and innovations, the isolated use of techniques focused on the benefits of today\'s businesses have shown inadequate to assess the organization ability in response to marketing variables. From that perspective, the benefits arising from competitive strategies and minimization of business loss chances, mainly won through relaxation strategies and generating new business opportunities to show important value drivers. The value generated by the opportunities and flexibilities in the firm\'s telecommunications companies is the focus of this research that aims to support in their discussions and tests the feasibility of incorporating the real options model in the evaluation of companies in the sector, on the assumption that the market, seeing the importance of strategies for investment management and company structure for its success in generating value, remunerate these organizations, assigning the value according to your expectations. Models of fixed and random effects panel data were tested to assess the significance of the explanatory variables generating potential value of real options. The tests demonstrate statistical significance of the variables, basing the model. Nevertheless, this research positions studies and theoretical surveys about the valuation models addressed in order to contextualize the usefulness of the real options model in evaluation processes, and highlights the applicability of the real options model procedural in conjunction with the technique of cash flow discounted in evaluating companies. The goals for discussion and annotation of the theory applicability are achieved, given the set of empirical and illustrative of this technique.

The aim of this study was to reach a deeper understanding of the process that occurs within the social services after receiving a notification according to Chapter 14, section 1, The Social Services Act. More specifically the focus of this study was to illustrate how social secretaries reason about children’s participation in the process, as well as to examine whether the legislative change, Chapter 11, section 1 a, The Social Services Act, has affected the process in any way. The study’s results reflect interviews with five social secretaries who are active in four different municipalities in southern Sweden. The results in this study were analyzed with the help of two theories, Lipskys theory about street-level bureaucrats and the theory of childhood sociology. The results show that the social secretaries experience some changes due to the legislative alteration; they feel an increased time pressure that for some of them lead to fewer meetings with the child and more encounters with parents by telephone. Throughout the interviews the social secretaries mentioned their sense of intuition or the feeling in the room as an assessment instrument to assess whether to open an investigation regarding a child’s vulnerability. The majority of the social secretaries did not express that the child’s participation in the process was unconditional. They expressed that whether they would involve the child or not depended on how they experienced the meeting with the parents.

For practicing the Support, Campos (2007b), PNH (BRAZIL, 2008); Bertussi (2010) and Oliveira (2011) recommend a capacity of negotiation, facilitation of processes, action from the everyday, Collective Spaces activation and ability to do together with the people instead of doing for them. Whereas there are several meanings to those recommendations and diversity in its operation, it is a challenge the professional development of the supporters. The aim of this methodological development study was to elaborate and validate an instrument in order to assess the work process of supporters and teams of support from a semantic and content point of view. The literature review pointed out the lack of scientific papers related to job evaluation process in Support. The documentary research (2008-2011) of the competency records of institutional supporter discussed by the employees of the Primary Care Directorate of Health Department of Bahia State and the methodological theoretical deepening enabled the defining attributes: Observation and Listening; Porosity; Ability of Trading; Proposition of Offers; Activation of the Collective Spaces and Teamwork. The process of development and validation of content and semantics was based according to the procedures of the European project DISABKIDS. The content validation done by five judges, from the percentage of agreement, assessed the relevance of the attributes of the study in question. The semantic validation, by 27 institutional supporters linked to federal, state or municipal organizations verified the understanding that each supporter had in each one of the attributes. The Mandala Assessment, a tool based on the Permanent Education in Health, Appreciative evaluation and participatory management, consists of a radar chart, six attributes, answer scale, score standardization based on quartiles and typology for the development of the Function Support, practical guidelines for the use, and intends to propose clues to the assessment process, orientation and permanent education of institutional supporters / O Apoio Institucional, estrat?gia metodol?gica para a cogest?o, surge como inova??o para a amplia??o da democracia institucional no Sistema ?nico de Sa?de sendo experimentada no n?vel municipal, estadual e federal. O foco da pesquisa está nas expectativas da comunidade interna da instituição para compor um processo de autoavaliação para os cursos de graduação, tendo como objetivo a compreensão das demandas para a institucionalização dos processos de gestão de autoavaliação de cursos de graduação na Unipampa. Para chegar a uma resposta, foram desdobradas três perguntas que são: Que concepções acerca da institucionalização de processos de avaliação e autoavaliação de cursos de graduação revelam as práticas de gestão na Unipampa? Como se caracterizam os processos de Autoavaliação realizados pela Unipampa? e que implicações a Autoavaliação têm na organização e funcionamento do Curso de Graduação? Para chegar às respostas dessas questões foram definidas ferramentas de coleta de dados e fontes de consulta específicas para cada tipo de questionamento. A análise dessas respostas trouxe subsídios para solucionar uma quarta questão, que se refere a Que possibilidades para a gestão institucional de processos de autoavaliação de cursos são evidenciadas? Solucionado esse último questionamento, foi possível elaborar o produto final do trabalho, que compreende um conjunto de diretrizes para auxiliar a gestão de um processo autoavaliativo para os cursos de graduação da Instituição que atenda as expectativas da comunidade acadêmica. / This research work, developed in the Professional Master's Program of the Graduate Program in Public Policies and Educational Management, Federal University of Santa Maria, in the line of research concerning pedagogical management and educational contexts, under the guidance of the teacher Dr. Maria Eliza Rosa Gama. It presents as general topic of research the in-depth study with respect to the evaluation of undergraduate courses, having as specific theme the study focused on the guidelines for the development of self-assessment processes of undergraduate courses developed by the Federal University of Pampa (Unipampa), in the course degree in Administration, from the campus of Santana do Livramento - RS. The focus of the research is on the expectations of the internal community of the institution to compose a process of self-assessment for the undergraduate courses, aiming at understanding the demands for the institutionalization of the management processes of self-assessment of undergraduate courses at Unipampa. In order to arrive at an answer, three questions were unfolded: What conceptions about the institutionalization of evaluation processes and self-assessment of undergraduate courses reveal the management practices at Unipampa? How are the Self-Assessment processes performed by Unipampa characterized? and what implications does the Self-Assessment have on the organization and operation of the Undergraduate Course? In order to arrive at the answers of these questions, data collection tools and specific query sources were defined for each type of questioning. The analysis of these answers provided support to solve a fourth question, which refers to What possibilities for the institutional management of course self-assessment processes are evidenced? Once this last question was solved, it was possible to elaborate the final product of the work, which includes a set of guidelines to assist the management of a self-assessment process for the undergraduate courses of the Institution that meets the expectations of the academic community.
