A literatura sobre a indústria da construção civil, no Brasil, tem apontado ser esta um dos ramos da atividade econômica que mais riscos oferece à saúde dos trabalhadores. Diante dessa realidade a presente dissertação tem como objeto de análise os acidentes de trabalho com trabalhadores da indústria da construção civil do Município de Porto Alegre, no Estado do Rio Grande do Sul (RS). O objetivo geral é a análise da relação entre acidentes de trabalho e condições de trabalho. São descritas as condições de trabalho, bem como são identificados os acidentes, constituindo-se estes em objetivos específicos deste estudo. No caso do Brasil, a relevância da indústria da construção civil sobre a economia dá-se a partir do padrão de articulação intersetorial que se forma através da cadeia produtiva, ligando desde fornecedores de matérias-primas, insumos e equipamentos até atividades de serviços. Igualmente, a atividade da construção civil tem participação significativa na formação bruta do capital fixo da economia, ou seja, na taxa de investimentos do País. Contudo, esse setor, se por um lado, é um dos mais representativos da economia nacional, por outro, apresenta um alto índice de acidentes no ambiente de trabalho. Desse contexto, resulta o Problema de Pesquisa do presente estudo, que se fundamenta na seguinte indagação: os acidentes de trabalho com um conjunto de trabalhadores foram influenciados pelas suas condições de trabalho? Estudos sobre a construção civil no Brasil apontam os carpinteiros, os pedreiros e os serventes como os que apresentam os maiores índices de acidentes de trabalho no subsetor das edificações. Portanto, para este estudo escolheram-se esses segmentos de trabalhadores acidentados e esse subsetor. Entre eles, realizou-se uma seleção intencional de 17 trabalhadores acidentados com registro em carteira de trabalho, unidade de análise da presente pesquisa. Esses trabalhadores foram selecionados junto à Secretaria Municipal de Saúde do Estado do RS. O período de análise de 2000 a 2002 justifica-se pela informatização dos dados estatísticos concernentes aos trabalhadores acidentados , realizada pela Delegacia Regional do Trabalho do RS (DRT-RS). Foram também coletados dados secundários sobre a indústria da construção civil no Brasil e no RS, na década de 90, tendo em vista caracterizar esse setor. Para analisar a relação entre os trabalhadores acidentados da indústria da construção civil e as suas condições de trabalho, este estudo utilizou o método qualitativo, desenvolvendo uma análise descritiva – segundo a óptica dos trabalhadores acidentados – baseada nas informações empíricas colhidas e fundamentadas em elementos teóricos que compõem a revisão bibliográfica sobre o tema proposto. A análise revelou a existência de uma estreita relação entre precárias condições de trabalho e acidentes de trabalho. / The literature about the construction industry in Brazil leads to the conclusion that this particular economic activity is among the most hazardous regarding worker’s health. In this context, the present papaer addresses workers involved in accidents in the construction industry in the city of Porto Alegre, state of Rio Grande do Sul, Brazil, as its analysis object. The general goal is to analyze the relationship between work accidents and working conditions. wOrking conditions are described and accidents are identified. These elements constitute the specific objects of this study. In Brazil’s case, the relevance of the construction industry in the economy is grounded on the standards of sector articulation, which is formed through the production chain that links subjects from the raw material and equipment providers to the service providers. The construction industry impacts the economy on levels that go beyond the ones directly visualized by the realestate products or heavy construction works. Likewise, the civil construction activity has a significant participation in the raw construction of the economy’s fixed capital, in other words, in the development rates of the country. Nevertheless, if on the one hand this sector is among the most representative ones in the national economy, on the other hand it presents a high level of accidents in the work environment. The Research Problem of the present study derives from this context, and is based on the following question: were work accidents – of a specific set of workers – influenced by their working conditions? Studies on the Brazilian construction industry show arpenters, masons or helpers as the positions with the highest accident rates in the building sector. Therefore, the study focuses on these classes of workers and on this subsector of the construction industry. The present paper makes an intentional selection of 17 subjects, victims of accidents and holders of formal work registration, which is from now on considered the analysis unit of this research. These workers were selected through the city of Porto Alegre’s Department of Health. The period of analysis from 2000 to 2002 is justified by the existence of statistical computer records of workers victims of accidents, by the Regional Department of Labir from the state of Rio Grande do Sul. Secondary data was also collected from the construction industry in Brazil and the state of Rio Grande do Sul in the 90’s, in an attempt to describe the sector. To analyze the relationship among workers victims of accidents and their working conditions, a qualitative analysis was performed – from the worker’s perspective – based on empirical information collected and on theoretical elements obtained from bibliographical review on the proposed theme. The study has a descriptive character. Empirical analysis revealed the existence of a close relationship between the poor working conditions and work accidents.
