Previous issue date: 2015-03-10 / A presente disserta??o de mestrado diz respeito a uma pesquisa que tem como objetivo analisar
os treinamentos simulados das equipes de resposta ? emerg?ncia e propor recomenda??es para
o atual sistema de treinamento, visando a melhoria das compet?ncias coletivas e resili?ncia
dessas equipes, ao enfrentarem poss?veis situa??es de crise, desencadeadas por poss?veis
ocorr?ncias de acidentes, durante as opera??es de lan?amento de ve?culos aeroespaciais no
Centro de Lan?amento da Barreira do Inferno, em Parnamirim/RN. Trata-se de uma pesquisa
explorat?ria, descritiva, explicativa, de campo e um estudo de caso, de abordagem
qualitativa. Para tanto, adotou-se a abordagem da Ergonomia, aplicando o m?todo situado
da An?lise Ergon?mica do Trabalho-AET, que combina m?todos observacionais e
interacionais. A relev?ncia desta pesquisa se caracteriza pela contribui??o social em minimizar
os danos humanos e materiais decorrentes de poss?veis acidentes nestas opera??es, pela
contribui??o cient?fica da AET para an?lise de treinamento simulado de emerg?ncia em
opera??es de lan?amento de ve?culos aeroespaciais - que s?o complexas e envolve risco de
acidente -, e, consequentemente, pela contribui??o cient?fica ao atual processo de retomada do
Programa Espacial Brasileiro. Os resultados da pesquisa apontam problemas de diversas
naturezas no atual sistema de treinamento simulado, que comprometem a seguran?a das
opera??es. Estes problemas est?o agrupados em 4 categorias: tecnol?gica, organizacional, de
forma??o da equipe e da atividade em si, no tocante, mais especificamente, ?s comunica??es e
coopera??o (entre os membros da equipe e destes com os demais setores envolvidos na
opera??o de lan?amento) e ? coordena??o das a??es. Prop?e-se: a) um novo modelo de
treinamento, a partir da cria??o e aplica??o de cen?rios baseados em anormalidades postuladas,
que sejam capazes de simular situa??es reais de crise, com o intuito de treinar e melhorar as
compet?ncias das equipes de resposta ? emerg?ncia, especialmente, em termos de
comunica??o, coordena??o e coopera??o; b) uma reestrutura??o e reorganiza??o do atual
sistema de treinamento, baseado na cria??o formal de um corpo gestor, na clara divis?o de
responsabilidades, na padroniza??o de processos, na produ??o de indicadores de gest?o, no
monitoramento cont?nuo, no feedback dos treinandos a respeito da qualidade dos treinamentos
e na capacita??o cont?nua e frequente das equipes de emerg?ncia. / This dissertation introduces a study that aims to analyze the simulated training of emergency
teams and proposes recommendations for the current training system in order to improve the
collective skills and resilience of these teams when facing possible critical situations, triggered
by possible accident occurrences during aerospace vehicle launching operations in the Barreira
do Inferno Launch Center in Parnamirim / RN. This is a field, exploratory, descriptive,
explanatory, and a case study with a qualitative approach. Therefore, we adopted the
ergonomics approach, using the situated method of ergonomic work analysis (AET), combining
observational and interactive methods. The relevance of this research is characterized by the
contributions to minimize the human and material hazzards resulting from possible accidents in
these operations, the scientific contribution of the AET for simulated emergency training
analysis in the launching operations of aerospace vehicles - which are complex and involve risk
of accidents - and consequently, the scientific contribution to the current process of recovering
the Brazilian Space Program. The survey results point to problems of various kinds in the
current simulated training system which compromise the safety of the operations. These
problems are grouped into four categories: technological, organizational, team training and
from the activity itself, regarding more specifically communication and cooperation (among the
team members and these ones with other sectors involved in the launching operation) and
regarding the coordination of actions. We propose: a) a new training model, from the creation
and application of scenarios based on postulated abnormalities, which could simulate real
critical situations, in order to train and improve the skills of the emergency response teams
especially in terms of communication, coordination and cooperation; b) restructuring and
reorganizing the current training system, based on the formal establishment of a managing staff,
on the clear division of responsibilities, on the standardization of processes, on the production
of management indicators, on the continuous monitoring, on the feedback from trainees about
the quality of the training and on the continuing and frequent training of emergency teams.
