Previous issue date: 2015-07-06 / FACEPE / O transporte aéreo vivenciou um ciclo de mudanças nos últimos sete anos no cenário nacional. Momentos marcantes como o "Apagão Aéreo" e a recepção de megaeventos mundiais como a Jornada da Juventude 2013, a Copa do Mundo 2014 e as Olimpíadas 2016 põem o setor diante dos holofotes do país e do mundo. Por isto, a pesquisa focou nos acontecimentos decorrentes após o colapso do sistema aéreo em 2007 e suas mudanças desde então, em que todas as mazelas da aviação civil foram expostas, levando o modelo de aviação civil a um momento paradoxal. Ao mesmo tempo que certos sujeitos discursam um sistema eficiente, seguro e correspondente as suas demandas, outros sujeitos através de dados, depoimentos e vivências desenham um sistema desarticulado, ineficiente, em permanente crise e aberto às mudanças emergentes. Em razão da sua importância perante os acontecimentos que conduziram um sistema predominantemente militar para as mãos de civis, se despertou um grande interesse na busca de compreender o processo de ressignificação do discurso da aeromobilidade no Brasil. Com o aporte da teoria do Discurso de Laclau e Mouffe (1985) ocorreu a identificação dos elementos - chaves para à construção do discurso do transporte aéreo no Brasil, se complementando com a teoria da Administração de Crises (1999). Através da composição de um corpus de documentos oficiais, leis, reportagens, planos e relatórios, as análises mostraram o jogo de articulações e ressignificados que compõem o discurso do sistema de aviação civil brasileiro. / Air transport experienced a change of cycle in the last seven years on the national scene. Memorable moments as the "Blackout Air" and the reception of global mega-events such as the Youth Day 2013, the World Cup 2014 and the Olympics in 2016 put the sector in the spotlight of the country and the world. For this reason, research has focused on events arising after the collapse of air system in 2007 and its changes since then in all civil aviation ills were exposed, leading the civil aviation model to a paradoxical moment. While certain subjects speeches an efficient, secure and matching their demands, other subjects through data, testimonials and experiences draw a disjointed system inefficient in permanent crisis and open to emerging changes. Because of its importance at the events that led predominantly military system into the hands of civilians, he roused great interest in the search to understand the air mobility speech reframing process in Brazil. With the contribution of the theory of Laclau speech and Mouffe (1985) was the identification of the elements - keys to the construction of the air transport discourse in Brazil, complementing to the theory of Crisis Management (1999). Through the composition of a corpus of official documents, laws, reports, plans and reports, analyzes showed the joints game and resignfied that make up the discourse of the Brazilian civil aviation system.
