Previous issue date: 2017 / Neste trabalho realizei uma investigação acerca da trajetória da Organização Não Governamental Themis ? Assessoria Jurídica e Estudos de Gênero (1993-2013) ? fundada em Porto Alegre, em 1993, por três mulheres que militavam em movimentos feministas e em diferentes movimentos de promoção de direitos humanos. O objetivo da pesquisa foi o de compreender as estratégias de intervenção feminista na crítica ao direito hegemônico entabuladas pela Themis e analisar sua singularidade no contexto histórico dos movimentos feministas no período da redemocratização brasileira.Dentre as estratégias concebidas pela Themis, foquei a análise em perseguir suas as conexões estabelecidas entre a noção de "direitos das mulheres" à de direitos humanos, enquanto, simultaneamente, colocavam-se os direitos das mulheres como indissociáveis dos atravessamentos das relações sociais de classe, de raça, de gênero e de sexualidade. Amparei a análise das práticas da Themis nas suas três frentes de atuação prática e teórica: i) a formação de Promotoras Legais Populares, como prática de educação popular e de política de acesso à justiça por mulheres das periferias de Porto Alegre; ii) a advocacia feminista, ou seja, o fornecimento de assessoria jurídica gratuita aos casos considerados como de "direitos das mulheres"; iii) os estudos de gênero e direito, discursos em formatos diversos produzidos pela organização nos últimos 20 anos. Em decorrência dessas três frentes, as ideias concebidas pelo feminismo interseccional deram a inspiração teórica da pesquisa. Em suma, a pesquisa contribui com as análises históricas da construção e do desenvolvimento de estratégias de intervenção feministas no campo jurídico e jurisdicional por meio da análise de um período particularmente prolífico ao surgimento das ONGs na história brasileira, isto é, a fase da redemocratização. A análise das condições de emergência dos feminismos em suas dissidências e da ONG Themis evidencia aspectos relevantes da construção da atuação institucional de setores dos feminismos brasileiros, como, por exemplo, as especificidades de atuação das ONGs nesse cenário e o desenvolvimento de perspectivas e práticas políticas feministas de crítica ao direito e ao conceito de direitos humanos. / Abstract : This research investigates the trajectory of the Non-Governmental Organization Themis ?Assessoria Jurídica e Estudos de Gênero (1993-2013) ? founded in Porto Alegre, in1993, by three women who were actively engaged in feminist militancy and in different movements aimed at promoting human rights. The goals of this research are to comprehend Themis? strategies of feminist intervention in and critique of the hegemonic legal system and to analyze the NGO?s historical singularity among the feminist movements in the Brazilian redemocratization period. Among the strategies conceived by Themis, this analysis focuses on the connections between the notions of ?women?s rights? and ?human rights?, while, simultaneously, presenting women?s rights as inseparable from social intersections such as class, race, gender and sexuality. I based the analyses on Themis? three fronts of action and theoretical formulation: i) the formation of Popular District Attorneys? Offices, as a practice of popular education and as a policy that allows access to the justice system by women from the outskirts of Porto Alegre; ii) feminist legal representation, that is, how the NGO?s free legal support in the cases considered matters of ?women?s rights?; iii) the studies of gender and law, which had different features and were published by the NGO in the last twenty years. As a result of these three fronts, the ideas conceived by the Intersectional Feminist Theory were used as the main theoretical framework for the research. Lastly, this research contributes to the historical analyses of the construction and development of feminist strategies of intervention in the legal and judicial systems through the analysis of a period that was particularly propitious for the emergence of NGOs in Brazil, that is, the post-dictatorial period. The analysis of the conditions for the emergence of feminisms, their dissidences, as well as Themis itself, evinces relevant aspects of the institutional construction of Brazilian feminist sectors, such as the specificities of actions by NGOs in this scenario and the development of perspectives and political practices that criticized the legal system and the concept of human rights.
