Samverkan och ansvarsutkrävande : En jämförande fallstudie av flyktingkrisen 2015 och coronapandemin

During the last couple of years there have been a few crises in Sweden. Two of the bigger ones being the refugee crisis of 2015 and the more recent Covid-19 pandemic. One of the foundations of Swedish crisis management is cooperation between concerned actors. Previous research has shown that cooperation between actors creates a difficulty to demand responsibility. However, previous research explores the possibility to hold actors in cooperation accountable through certain criteria. Through a text analysis this thesis aims to explore how cooperation in the crisis evaluations of the refugee crisis of 2015 and the Covid-19 pandemic are displayed. This is done by applying an analytical framework based on the previous criteria for cooperation, cooperative crisis management and accountability on both evaluations. The thesis found that some but not all criteria for holding actors accountable are fulfilled in the evaluations of the two crises. More research is needed to explore crisis evaluations in context outside of Sweden and in smaller evaluations.
