El presente trabajo consiste en la elaboración de un planeamiento estratégico para el
Distrito de Catacaos ubicado en la Provincia Piura, Región Piura, enmarcado en el modelo
secuencial del proceso estratégico elaborado por el Dr. Fernando D´Alessio Ipinza. En
Catacaos existe una deficiente infraestructura educativa pública, así como en los servicios de
luz, agua potable, alcantarillado e infraestructura vial, los cuales son factores claves para el
desarrollo social. Estos problemas se acrecentaron debido a los efectos del Fenómeno del
Niño Costero, lo que ocasionó un retroceso en la infraestructura del distrito de casi 40 años;
se requiere cerca de S/ 600 millones para la reconstrucción total del distrito. La consecuencia
de estos problemas se vio reflejada en la escasa oferta en servicios turísticos y la poca
afluencia de visitantes generadores de ingresos para la población cataquense.
Frente a ello el planeamiento estratégico desarrollado tiene como objetivo establecer
las estrategias y políticas que permitirán el crecimiento económico y social del distrito, de
forma que gestionen fuentes de financiamiento públicas y/o privadas, nacionales y/o
extranjeras, a través de bancos de desarrollo, organismos de cooperación internacional y
empresas privadas en países desarrollados. Es muy importante, asimismo, fortalecer la
identificación de la población con la cultura y valores del distrito, de forma que esto les
permita amar a su tierra y los comprometa en su desarrollo.
El planteamiento de la visión para el año 2027 es mejorar la competitividad del distrito
de Catacaos para estar entre los diez primeros distritos del ranking de la Región Piura,
competitividad establecida con base al ranking según el índice de desarrollo humano
provincial y distrital creado por el Programa de las Naciones Unidas para el Desarrollo
(2012), que mide tres variables: esperanza de vida al nacer, educación e ingreso per cápita
familiar. Esto se logrará gracias al desarrollo de estrategias basadas en el potencial del distrito
en actividades agrícolas, de industria y turísticas, que permitirán la generación de empleos de
manera sostenible, mejorarán la calidad de los servicios básicos para elevar la calidad de vida
del poblador cataquense y brindarán mejores oportunidades de desarrollo para el distrito de
Catacaos. / The present document consists in the elaboration of a strategic planning for the
District of Catacaos located in Piura Province, Piura Region, framed in the sequential model
of the strategic process elaborated by Dr. Fernando D'Alessio Ipinza. In Catacaos there is a
deficient public educational infrastructure, as well as in the services of electricity, drinking
water, sewerage and road infrastructure, which are key factors for social development. These
problems increased due to the effects of the Coastal Child Phenomenon, which caused a
decline in the infrastructure of the district of almost 40 years; Nearly S / 600 million is
required for the total reconstruction of the district. The consequence of these problems was
reflected in the scarce supply of tourist services and the low influx of income-generating
visitors for the Catalan population.
In view of this, the strategic planning developed aims to establish the strategies and
policies that will allow the economic and social growth of the district, so that they manage
public and / or private financing sources, national and / or foreign, through development
banks, international cooperation agencies and private companies in developed countries. It is
also very important to strengthen the identification of the population with the culture and
values of the district, so that this will allow them to love their land and engage them in its
development.
The approach of the vision for the year 2027 is to improve the competitiveness of the
district of Catacaos to be among the ten first districts of the Piura Region ranking,
competitiveness established based on the ranking according to the provincial and district
human development index created by the Program of the United Nations Development
Program (2012), which measures three variables: life expectancy at birth, education and
family per capita income. This will be achieved thanks to the development of strategies based
on the potential of the district in agricultural, industry and tourism activities, which will allow
the generation of jobs in a sustainable manner, improve the quality of basic services to raise
the quality of life of the Cataquian and will provide better development opportunities for the
