Previous issue date: 2016-06-03 / A pesquisa trata de avaliar a contribui??o dos Conselhos Escolares para a aprendizagem dos alunos das escolas estaduais de ensino m?dio do munic?pio de Natal. A pesquisa fundamenta-se na Teoria Democr?tica nas vertentes representativa e participativa e no conhecimento emp?rico dos conselhos como instrumento de participa??o. A abordagem ? qualitativa e avaliativa com a coleta dos dados feita por pesquisa documental das atas das reuni?es, entrevistas semiestruturadas e reuni?es de grupos focais. A an?lise dos dados identificou desequil?brio na representa??o das partes interessadas e falta de participa??o dos Conselhos Escolares completos na gest?o das escolas. H? dificuldades de gest?o para atualiza??o do Projeto Pol?tico-Pedag?gico, de gest?o do corpo docente e da manuten??o predial. A conclus?o aponta a necessidade de reformula??o do Conselho Escolar, para estimular a participa??o e o controle social da escola p?blica, e da dinamiza??o da capacita??o de conselheiros e dirigentes escolares para a miss?o de propiciar a educa??o para a democracia. / The research comes to assessing the contribution of School Council for the learning of students from state secondary schools of the city of Natal. The research is based on the Democratic Theory in representative and participatory aspects and empirical knowledge of the councils as an instrument of participation. The approach is qualitative and evaluative with data collection made by documentary research of the minutes of council meetings, semi-structured interviews and focus group meetings. Data analysis identified imbalance in the representation of stakeholders and lack of participation of the full School Council in the management of schools. There are management difficulties to update the political-pedagogical project, management of staff and building maintenance. The conclusion points to the need to redesign the School Council, to encourage participation and social control of public schools, and boosting the training of counselors and school leaders for the mission to provide education for democracy.
