El Cuerpo General de Bomberos Voluntarios del Perú es la organización nacional que presta respuesta a emergencias ad honorem en el Perú (incendios, rescates, respuesta a emergencias por materiales peligrosos, emergencias médicas, rescate animal y otros) esta depende de la Intendencia Nacional de Bomberos del Perú, Organismo Público Descentralizado que administra: la planificación, asignación, nivel de ejecución y calidad del gasto del presupuesto de la Republica para la atención de emergencias en el país. Esta Intendencia está adscrita al Ministerio del Interior. Con la finalidad de efectuar una asignación correcta y oportuna de los fondos presupuestarios, estos se deben priorizar en base a un análisis a conciencia que permita conocer que nivel de inversión revertirá de manera más eficiente en los servicios de respuesta a emergencias, con el consiguiente beneficio directo para el ciudadano que necesita con urgencia el servicio. Debido a lo anteriormente señalado, el presente trabajo de investigación explora la aplicabilidad de un conjunto de indicadores claves de desempeño basados en la metodología del Balance Score Card, los cuales facilitaran al Estado Peruano destinar prioritariamente sus escasos recursos públicos presupuestarios de la manera más eficiente y, de otro lado, al Cuerpo de Bomberos tomar acciones correctivas a fin de ingresar en un circulo virtuoso de mejora continua de su altruista actividad. / The General Corps of Volunteer Firefighters of Peru is the national organization that responds to emergencies "ad honorem" in the country (fires, rescues, emergency response due to hazardous materials, medical emergencies, animal rescue and others) this depends on the National Intendency of Firefighters of Peru, Decentralized Public Organism that administers: the planning, assignment, level of execution and quality of the expense of the budget of the Republic for the attention of emergencies in the country. This Intendency is attached to the Ministry of the Interior. In order to make a correct and timely allocation of budgetary funds, these should be prioritized based on a thorough analysis that allows to know what level of investment will revert more efficiently in emergency response services, with the consequent benefit direct for the citizen who urgently needs the service. Due to the aforementioned, this research work explores the applicability of a set of key performance indicators based on the methodology of the Balance Score Card, which will enable the Peruvian State to prioritize its scarce budgetary public resources in the most efficient manner and , on the other hand, to the Fire Department take corrective actions in order to enter a virtuous circle of continuous improvement of their altruistic activity. / Tesis
