Previous issue date: 2016 / Esta tese tem como objeto de análise o Programa Seguro-Desemprego, da forma como se desenvolveu no Brasil desde o ano de 1986 e, especialmente, a partir de suas alterações entre os anos 2011 e 2015. O Programa, participante da seguridade social brasileira, visa garantir o sustento do trabalhador em períodos de desemprego involuntário e, devido à sua formulação, atende de forma prioritária e diversificada os trabalhadores formais. O objetivo geral é analisar criticamente a política do seguro-desemprego e desvendar as contradições histórico-sociais do benefício, no que se refere ao contexto de reprodução social. Construída a partir de revisão bibliográfica e pesquisa documental em estudos e legislação pertinentes, a pesquisa parte da teoria marxista do valor para revelar a forma como o desemprego se estrutura na realidade do sistema capitalista, buscando apreender a complexidade do fenômeno numa perspectiva de totalidade. A partir da realidade mais ampla e essencial, procura encontrar, no diálogo com a Teoria Marxista da Dependência (TMD), elementos para verificar as particularidades e características próprias do desenvolvimento da acumulação do capital no continente latino-americano e, nesse sentido, do Brasil. A categoria superexploração do trabalho revelou-se como estruturante no deciframento das particularidades do referido Programa, no conjunto de um sistema de proteção social próprio da realidade do capitalismo dependente e periférico. A partir dessa base teórica fundamental, apresenta-se o estudo das características específicas da realidade do mercado de trabalho brasileiro e o contexto de estruturação das políticas sociais, para situar uma problematização sobre a sua atual configuração no cenário de crise do capital. Desta forma, ao analisar o Programa Seguro-Desemprego, o estudo procura revelar o direcionamento dessa política e as fragilidades que ainda apresenta perante um mercado de trabalho de um país periférico e dependente.<br> / Abstract : This thesis has as a study object the Unemployment-Insurance Program, the ways it has developed in Brazil since 1986, with special attention to its alterations from 2011 to 2015. The Program takes part in the Brazilian social security system and aims at warranting the maintenance of workers during unexpected unemployment periods and, due to its elaboration, it specially assists formally hired workers. The general objective of this work is to critically analyze the unemployment-insurance policy and unveil the historical-social contradictions of this benefit concerning to social reproduction. The present research is based on bibliographical review and in a documental search in relevant studies and legislation. It departs from the Marxist theory of value to reveal the way unemployment is articulated in a capitalist system, seeking to apprehend the complexity of the phenomena in a perspective of totality. From a wider and more essential reality, this work aims at finding, while on a dialogue with the Marxist Theory of Dependency (MTD), elements to verify the particularities and specific characteristics of the development and capital accumulation in Latin America and in this sense in Brazil. The category of super-exploitation of labor has proven to be structural in deciphering the particularities of the Program, in the set of a social protection system that is proper to the reality of a dependent and peripheral capitalism. From theoretical basis mentioned, it is presented the study of the specific characteristics of the Brazilian labor market reality, and the structural context of its social policies, to situate a problematization about its current configuration during a time of economical crisis. Thus, while analyzing the Unemployment-Insurance Program, the present study seeks to show the direction of this policy and the fragile points of it facing a labor market of a peripheral and dependent country.
