Defesa: Curitiba, 2016 / Inclui referências : f. 114-123 / Área de concentração / Resumo: A presente pesquisa tem como objetivo compreender a relação entre o Comitê CEDAW que é o mecanismo de monitoramento da CEDAW (Convenção sobre a Eliminação de todas as Formas de Discriminação contra a Mulher) e os atores não-estatais feministas que enviaram relatórios alternativos referentes ao Brasil. Como delimitação empírica escolheu-se o Brasil, visto a sua relevância política e econômica na América Latina. Diante do objeto e da delimitação empírica empreendida, levanta-se o seguinte problema de pesquisa: Como se caracterizam as interações entre o Comitê CEDAW e os atores não-estatais feministas que enviaram relatórios alternativos referentes ao Brasil? Dentre os objetivos de pesquisa estão, identificar (i) se o Comitê CEDAW é responsivo e receptivo aos atores não-estatais que enviaram relatórios alternativos referente ao Brasil, (ii) como a CEDAW coloca as questões de gênero diante do cenário internacional das nações; (iii) como a oportunidade de elaboração do relatório alternativo contribui para produzir formas de mobilização e de articulação das organizações com o propósito específico de elaborar esse relatório e, (iv) como os atores se comportam no plano internacional, se participam de redes transnacionais. Para desenvolver esse problema de pesquisa, primeiramente, a fim de apresentar os mecanismos pelos quais ocorrem a interação entre o Comitê CEDAW e os atores não-estatais feministas, serão analisadas, as regras e instruções presentes documentos oficiais da CEDAW e de acordo com estudiosas (os) do assunto. Em seguida, será realizada uma análise empírica do problema de pesquisa, a partir das respostas às perguntas do questionário e da entrevista concedida por uma das ativistas. A hipótese preliminar de pesquisa é de que a interação entre o Comitê da CEDAW e os atores não-estatais feministas é fraca, a partir do estudo de caso brasileiro, visto o conjunto de mecanismos de interação pouco eficientes disponibilizados pelo CmCEDAW. Palavras-Chave: Comitê CEDAW, Direitos Humanos das mulheres, Atores não-estatais feministas, Brasil. / Abstract: The present research aims at understanding the relationship between the CEDAW Committee, which is the monitoring mechanism of CEDAW (Convention on the Elimination of All Forms of Discrimination Against Women), and the non-state feminist actors who have submitted alternative reports regarding to Brazil. As an empirical delimitation, Brazil was chosen considering its political and economic relevance in Latin America and for presenting relevant numbers for a case study, up to the present moment, 10 alternative reports were sent out by 51 feminist non-state actors. Faced with the object and the empirical delimitation undertaken, the following research problem arises: How are the interactions between the CEDAW Committee and the non-state feminist actors that have sent alternative reports on Brazil characterized? Among the research objectives are: (i) to identify whether the CEDAW Committee is responsive and receptive to non-state actors who submitted alternative reports regarding Brazil; (Ii) how CEDAW puts gender issues before the international scene of nations; (Iii) how the opportunity to prepare the alternative report contributes to producing ways of mobilizing and articulating the organizations for the specific purpose of preparing this report; And (iv) how actors behave at the international level and participate in transnational defense networks. In order to develop this research problem, first, in order to present the mechanisms by which the interaction between the CEDAW Committee and the non-state feminist actors takes place, the rules and instructions present in the official CEDAW documents and in agreement with scholars of the subject. Then, an empirical analysis of the research problem will be carried out, starting with the answers to the questionnaire questions applied with representatives of the non-state actors, besides an interview granted by one of the activists. The research results indicate that the CEDAW Committee is very receptive and responsive to the views of Brazilian feminist civilian articulators and includes their denunciations in the final recommendations to the Brazilian State. However, the interaction mechanisms presented by the CEDAW Committee are still insufficient for a complete integration of feminist non-state actors in the process of elaborating the final observations, for example.
