The essay is a comparative legal study between law in Sweden and Norway. The study focuses on the regulations regarding the authority's obligation to investigate cases legally and without unnecessary delay. The purpose of the delay requirement is to ensure that the rights of every individual citizen are met. The administration therefore has the obligation to ensure that the processing takes place quickly, efficiently and with legal certainty. An analysis of similarities and differences as well as strenghts and weaknesses has been carried out regarding Sweden's and Norway's legal system. Supervisory decisions have been the basis for the implementation and the contribution to a closer understanding of the problem regarding slow processing. A recurring reason referred to by the authorities in both countries is the heavy workload. This in turn causes discussion about how this can affect the authority's position towards the citizens. The study shows that there are shortcomings in the authority's position towards the citizens. The study shows that there are shortcomings in the authority's way of handling a case in both countries but also in the legislation itself in both Sweden and Norway. From this reslut, it can be concluded that processing of or amendements to the legislation in both countries may need to be done.
