Previous issue date: 2016-09-14 / This research addresses Minerva Project Radio via a Distance Education program, as a preparatory course, transmitted in the period 1970-1989, in order to prepare young people and adults to provide the supplementary exam of 1st and 2nd degree. His placement began in 1970, under ministerial decree, originated during the government of President Emilio Medici Garrastazu. The program, broadcast daily on national television by all radio stations, as determined by the Brazilian State in specific time. The programs are generated on Radio MEC, retransmitted in national chain, the other stations. The research goal is to analyze the Minerva Project in Sergipe, the contributions that this program has brought to education in the state and in Brazil. The survey is conducted with methodological support, anchored in the micro-story of Carlo Ginzburg that is based on the evidentiary method. Presents the contributions of technology in the process, citing a radio history, its discovery the arrival in Brazil, the uses that made this tool since the 1930s, and present broadcasting in Brazil and Sergipe, and the System Educational Broadcasting of the Ministry of Education. The structure of the Minerva Project consists of a set of federal, state and municipal institutions, where each one has a role in the process. Two elements draw attention to its importance in the process: the figure of the Monitor and the radio technology without these, the process becomes unworkable. However in the category organization and administration of the project, we highlight the structure, training professionals, the spread of classes, the curriculum, the role of Monitor, and finally, the use of supplementary courses exams as student assessment. Another important point is the review of number six, which contains a class with the discipline of Portuguese Language, focusing on grammar, and a lesson in social studies, emphasizing that each program radiated two disciplines. The study approach pervade two concepts presented as a category of analysis: the reception, according to Pierre Bourdieu (1997), focusing on "preconceived ideas" and educational policy, visiting the studies of Joseph Wilington Germano (2011). Union The conclusion is that the Minerva Project was an action of the educational policy of
the military government in the 1970s. with a view to combating low education in the country, but its origin is earlier, dating back to the 1930s, consists of a compilation of other programs that also used the broadcast to promote the teaching of the lowest social classes in Brazil. We can evaluate the project in some ways, yet a results assessment methodology shown tenuous because the supplementary examination is open all who want to provide said for certification equivalent level of education. Thus the candidates for the examination are not unique to Minerva Project, though some changes can be seen in the process, as this survey shows. / Esta pesquisa aborda Projeto Minerva via R?dio, um programa de Educa??o a Dist?ncia, como curso preparat?rio, transmitido no per?odo de 1970 a 1989, com o intuito de preparar jovens e adultos para prestarem o exame supletivo de 1? e 2? graus. Sua veicula??o teve in?cio no ano de 1970, por for?a de portaria interministerial, originada durante o Governo do presidente Emilio Garrastazu M?dici. O programa, transmitido diariamente, em cadeia nacional por todas as emissoras de r?dio, por determina??o do Estado Brasileiro, em hor?rio espec?fico. Os programas s?o gerados na R?dio MEC, retransmitido em cadeia Nacional, pelas demais emissoras. O objetivo de pesquisa ? analisar o Projeto Minerva em Sergipe, as contribui??es que este programa trouxe para a educa??o no Estado e no Brasil. A pesquisa ? feita com apoio metodol?gico, ancorada na micro-hist?ria de Carlos Ginzburg que tem como base o m?todo indici?rio. Apresenta as contribui??es da tecnologia no processo, citando um hist?rico do r?dio, de sua descoberta a chegada ao Brasil, os usos que se fez desta ferramenta desde a d?cada de 1930, al?m de apresentar a radiodifus?o no Brasil e em Sergipe, bem como o Sistema de Radiodifus?o Educativa do Minist?rio da Educa??o. A estrutura do Projeto Minerva ? composta por um conjunto de institui??es federais, estaduais e municipais, onde cada ente tem uma fun??o no processo. Dois elementos chamam a aten??o para sua import?ncia no processo: a figura do Monitor e a tecnologia do r?dio, sem estes, o processo se torna invi?vel. Entretanto no quesito organiza??o e administra??o do projeto, destacam-se a estrutura, o treinamento de profissionais, a dissemina??o das aulas, o curr?culo, o papel do Monitor e, por fim, a utiliza??o dos exames supletivos como avalia??o dos alunos. Outro ponto importante ? a an?lise do programa n?mero seis, no qual consta uma aula com a disciplina de L?ngua Portuguesa, com foco na gram?tica, e uma aula de Estudos sociais, enfatizando que cada programa irradiava duas disciplinas. A abordagem do estudo perpassam dois conceitos apresentados como categoria de an?lise: a recep??o, segundo Pierre Bourdieu(1997), com foco nas ?ideias feitas? e a pol?tica educacional, visitando os estudos de Jos? Wilington Germano(2011). As fontes que comp?em a pesquisa, al?m da bibliogr?fica, s?o: entrevistas, documentos armazenados nas bibliotecas do INEP, jornais locais e Di?rios Oficial da Uni?o. A conclus?o ? que o Projeto Minerva foi uma a??o da pol?tica educacional do Governo Militar na d?cada de 1970, com intuito de combater a baixa escolaridade no Pa?s, mas sua origem ? anterior, remontando a d?cada de 1930, formada por uma compila??o de outros programas que se utilizaram igualmente da radiodifus?o para promover o ensino da classe social menos favorecida no Brasil. Podemos avaliar o projeto sob alguns aspectos, contudo uma avalia??o de resultados da sua metodologia se mostra t?nue, pois o exame supletivo ? aberto todos que queiram prestar o referido para obter certifica??o em grau de instru??o equivalente. Assim os candidatos ao exame n?o s?o exclusivos do Projeto Minerva, entretanto algumas mudan?as podem ser percebidas no processo, como mostra esta pesquisa.
