Esta dissertação aborda o atual debate em torno da emergência de novas demandas de formação profissional (FP), em decorrência das mudanças no mundo do trabalho, notadamente na indústria. Assim, a pesquisa propõe-se a investigar como é realizada a construção da demanda de formação profissional oferecida pelo Senai, a partir de uma experiência regional, em um ramo industrial específico, o de produção de calçados, o qual é intensivo no uso da força de trabalho e tem no baixo custo da mão-de-obra um de seus principais fatores de competitividade. A pesquisa centra-se, em um estudo de caso realizado no Centro Tecnológico de Calçado do Serviço Nacional de Aprendizagem Industrial (Senai),- localizado no Município de Novo Hamburgo, no Rio Grande do Sul – CTCalçado- Senai-NH-RS. Privilegia-se o exame da construção das demandas de formação profissional tendo como referência as mudanças implantadas com a reforma do ensino técnico profissional pelo Decreto nº 2.208/97. Diante das mudanças estabelecidas no Senai por meio dos Comitês Técnicos Setoriais, ao optar-se por um instrumento de ligação para elaborar os nexos entre a educação e o trabalho, percebe-se que este apresenta limitações na elaboração dos perfis profissionais correspondentes às qualificações demandadas pelo mercado de trabalho. Assim, espera-se que esta pesquisa auxilie na avaliação do Decreto nº 2.208/97 da educação profissional, que dispõe sobre à formação adequada a demanda para o mercado e contribua para aprofundar a discussão sobre o referido tema por parte tanto do CTCalçado-Senai-NH-RS como dos representantes dos mais variados segmentos envolvidos com a indústria de calçados, de forma que o debate colabore para o aumento da competitividade das empresas e, sobretudo, traga benefícios aos trabalhadores no sentido da melhoria de suas condições de vida e trabalho, propiciando uma verdadeira cidadania. / This paper deal with the current debate concerning the emergency of new demands of professional formation (PF), taking place the changes in the employment market, at the industrial scenario. Therefore, the research proposes to investigate how the construction of the demand of the professional formation is done offered by Senai, from a regional experience, in an specific industrial field, the footwear industry, where the use of the labor is intense and cheap, turning to be a competitive field. The research studied a case at the Footwear Technological Center of the National Service of Industrial Learning (Senai), located in Novo Hamburgo city, in the Rio Grande do Sul state – CTCalçado-Senai-NH-RS. It privileges the examination of the construction of the demands of the professional formation of the technical learning referring to the changes introduced by the reforms of the professional technical learning by the Decree no 2.208/97. Up against the established changes, in Senai though the Technical Committee Sector, opting for a linking instrument in order to elaborate the connection between education and employment, realizing that it has limitations elaborating the professional profiles corresponding to the qualification demands in the employment market. Therefore, it expects that this research helps in the assessment of the 2.208/97 Decree of professional education, concerning a suitable formation to the demand for the market and contributes to go deeply on the discussion concerning the referred subject for the CTCalçado-Senai-NH-RS and the representative of the most vary segments involved with the footwear industry, cooperating for a better debate and the increase of the competitive of the companies and, moreover, bringing benefits to the employees concerning the better conditions of live and work and giving them a true citizenship.
