The purpose of this thesis is to achieve new knowledge about how the public library roles and activities are described in the municipal library plans. Activities in these public libraries are varied and research about what should be included in these library plans are limited. That the municipalities should have library plans are determined by law but what these plans should contain according to the law is something that isn’t clear. It has been noted that the context of library plans differs from one municipality to another. Therefor it’s interesting to research how these plans describe public libraries. How does the public library depict activities aimed at library users in the library plans? Which public library roles can be identified in the library plans? These research questions have been answered in this thesis. The result of this thesis shows, among others, that there are multiple themes that can be identified in these plans. Qualitative content analysis in combination with Jochumsen, Hvenegaard Rasmussen and Skot-Hansen’s model “The four spaces” (2012) have been used to analyze the results. The conclusion is that the activities, in most cases, only are mentioned in the library plans and aren’t described. The same can be said about the public library roles as there are rarely any distinguishable descriptions of the roles and those values that the public library are expected to uphold in society.
