The purpose of this study is to investigate which factors control the street-level bureaucrats work and how the social worker sees his or her own professional discretion. We conducted five interviews with social workers working at the social services family unit. The research methos we have used is qualitative method and the results has been analyzed based on two theories: Foucault´s theory of power and Lipsky´s street-level bureaucrat theory. The study shows that there are several factors that affect the social workers professional discretion, such as organization, Socialtjänstlagen and changes in the community.
