Previous issue date: 2011-09-29 / This research work intends to carry out a study focused on the dynamic between
development, poverty reduction and conservation of natural resources. To consider this
relationship to the region chosen was the micro-region of Eastern and Western Serid? in
the state of Rio Grande do Norte. In recent years, several studies (Ara?jo, 2011;
BASTOS, 2009) have pointed out that after a period of economic crisis in its tripodproductive,
formed by the activities of farming, cotton farming, mining and faced in the
eighties, this region of the State of Rio Grande do Norte, has not only shown signs of
economic recovery but also improve their social indicators. On the other hand, studies
of desertification as the view of the state of RN (produced in cooperation between the
Government of RN and research institutions) and the Sustainable Development Plan of
Serid? (ADES, 2000), indicate that there is an ongoing French process of degradation of
natural resources that is capable of compromising the ability of sustaining such a
system. To verify this reality and likely finding this relationship, this work is adopted
for this study, the analysis of evolution of secondary data from official bodies such as
the IBGE on HDI, per capita income and other social indicators between 2000 and
2009. Here is another time of the survey analysis of qualitative data collected from
interviews with institutions of academic intervention in nature, researchers at the
Federal University of Rio Grande do Norte (UFRN) State agencies that address the
issue of the Middle Environment in Serid?: Institute for Sustainable Development of the
NB (IDEMA) and the Brazilian Institute of Environment and the Amazon (IBAMA)
and institutions of direct intervention in the region, as the Agency's Sustainable
Development Serid? (adhesive) and the Joint Semi-Arid (ASA). After crossing data
from quantitative and qualitative, it was found that the dynamics of the region's
economic Serid? Potiguar partially answers the improvement of social indicators of
poverty. Contribution by the State in this shared stock transfer income. Regarding the
influence of productive restructuring in the region on issues of environment, it is noted
that the ceramic tile industry, responsible for the absorption percentage of the
population with limited ingress into the urban economy, given the low education,
accounts for the increase of susceptibility to the ongoing process of desertification in
North Serid? Rio Grande. We conclude finally that the guarantee of increased income,
freedom and conservation of natural resources ensures primarily by changing the beliefs
and values, especially on the part of the business sector, which use natural resources so
predatory, aimed at maintaining their rates of return on investment. And concomitantly,
the synchronization between technological change, through the use of new energy
sources, and institutional change. / O presente trabalho de investiga??o prop?e-se a realizar estudo centrado na din?mica
existente entre desenvolvimento, redu??o de pobreza e conserva??o de recursos
naturais. Para o exame dessa rela??o, as regi?es escolhidas foram as micro-regi?es do
Serid? oriental e ocidental, no Estado do Rio Grande do Norte. Em anos recentes
diversos estudos (ARA?JO, 2011; BASTOS, 2009), t?m apontado que, ap?s o per?odo
de crise de seu trip? econ?mico-produtivo, formado pelas atividades de pecu?ria,
cotonicultura e minera??o, e enfrentada a crise nos anos oitenta, essas regi?es do Estado
do Rio Grande do Norte tem mostrado sinais n?o s? de recupera??o econ?mica, mas
tamb?m de melhoria de seus indicadores sociais. Por outro lado, estudos como o
panorama de desertifica??o do Estado do RN (2005) e o Plano de Desenvolvimento
Sustent?vel do Serid? (ADESE, 2000), indicam que h? em curso um franco processo de
degrada??o de seus recursos naturais capaz de comprometer a capacidade de
sustenta??o desse sistema. Para verifica??o dessa realidade e constata??o prov?vel dessa
rela??o, neste trabalho, a an?lise de evolu??o dos dados secund?rios de ?rg?os oficiais,
como o IBGE sobre IDH, renda per capita e demais indicadores sociais, entre os anos
de 2000 e 2009. Segue-se em outro momento da pesquisa, a an?lise de dados de
natureza qualitativa, coletados em entrevistas realizadas com institui??es de interven??o
de natureza acad?mica, pesquisadores da Universidade Federal do Rio Grande do Norte
(UFRN); ?rg?os do Estado que tratam a quest?o do Meio-Ambiente no Serid?: Instituto
de Desenvolvimento Sustent?vel do RN (IDEMA) e Instituto Brasileiro de Meio-
Ambiente e da Amaz?nia Legal (IBAMA) e institui??es de interven??o direta na regi?o,
como a Ag?ncia de Desenvolvimento Sustent?vel do Serid? (ADESE) e a Articula??o
do Semi-?rido (ASA). Ap?s o cruzamento dos dados de natureza quantitativa e
qualitativa, constatou-se que a din?mica econ?mica da regi?o do Serid? Potiguar
responde parcialmente na melhoria dos indicadores sociais de pobreza. Contribui??o
essa compartilhada pelo Estado nas a??es de transfer?ncia de renda. No que se refere a
influ?ncia da reestrutura??o produtiva da regi?o nas quest?es de meio-ambiente,
assinala-se que a ind?stria ceramista, respons?vel pela absor??o de percentual da
popula??o com ingresso limitado na economia urbana, dado o baixo n?vel de
escolaridade, responde por intensificar a susceptibilidade ao processo de desertifica??o
em curso no Serid? norte-rio-grandense. Conclui-se enfim que a garantia de amplia??o
de renda, liberdades e conserva??o de recursos naturais, assegura-se, primeiramente,
pelo alterar das cren?as e valores, sobretudo de parte do setor empresarial, que se utiliza
dos recursos naturais de modo predat?rio, visando a manuten??o de suas taxas de
retorno e investimento. E de modo concomitante, pela sincroniza??o entre as mudan?as
tecnol?gicas, por meio do uso de novas fontes de energia e as mudan?as institucionais.
