Människors hälsa påverkas av flera faktorer som kan kopplas till den bebyggda miljön. Lagstiftningen presenterar att hälsa ska beaktas i samhällsplaneringen, men hur det ska gå till är inte lika tydligt. Uppsatsen syftar till att undersöka tolkningen och implementeringen av hälsoperspektivet i planeringen med utvecklingen av spårväg i Uppsala som exempel. Studien bygger på tre semistrukturerade intervjuer med olika aktörer i projektet samt en tematisk dokumentanalys av fyra plandokument från olika delar av projektets process. Materialet analyseras utifrån tidigare forskning och teorin om health frames. Det teoretiska ramverket utgår från att människors syn på hälsa påverkar det upplevda handlingsutrymmet. Av resultaten framgår att tidiga mål, politiskt inflytande och en expertdriven process har påverkat hur och i vilken utsträckning hälsa beaktats i Uppsalas spårvägsprojekt. Dessutom kan hälsoperspektivet idag prioriteras bort i planeringsprojekt till följd av otydliga riktlinjer. Tydlighet och mer expertis i området efterfrågas för att hälsoperspektivet ska beaktas i planprocessen på ett konsekvent sätt. / The built environment affects human health through several factors. It is stated in law that human health is to be considered in urban planning, although how is not as clear. The aim of this study is to examine how the health perspective is interpreted and implemented in planning with the development of tramway in Uppsala as an example. Three semi structured interviews with stakeholders from the project is the base of this study as well as a thematic document analysis of four documents from different parts of the process of the project. The material is analyzed using current research from the field as well as the theory of health frames. In the theoretical framework it is presented how the view on health shapes practitioners actions. The results show that early stated goals, political influence and a process driven by experts has affected how and to what extent health has been considered in the project of tramway in Uppsala. Furthermore, vague guidelines might lead to the health perspective getting deprioritized in planning projects. In order for the health perspective to be considered more consequently in the planning process, more clarity and expertise is requested.
