Previous issue date: 2009-03-13 / A presente dissertação faz uma análise sobre a crise da democracia na
modernidade líquida, de acordo com as teorias propostas por Zigmunt Bauman,
Antônio Gramsci e João Pissara Esteves. O principal objetivo a ser alcançado,
neste ensaio, é a propositura de uma reforma nos direitos de representação
política, no Brasil, com a finalidade de consolidação da democracia
participativa. Partindo do pressuposto de que a unsicherheit dos tempos fluidos
contribui para a fragilização dos direitos de representação, postula-se a
reconstrução da democracia, visando tornar eficaz o poder soberano do povo.
A filosofia da práxis serve como inspiração metodológica, com a retomada dos
conceitos de hegemonia e sociedade civil, buscando o pleno desenvolvimento
da sociedade civil na sua auto-regulação. A eficiência deste propósito depende
da adequada regulamentação dos meios de comunicação de massa,
objetivando a proteção do direito à informação com eqüidade, pois certos
segmentos deste campo social são propensos à simulação da realidade, com
fins ideológicos não declarados, mas materialmente presentes. Depende
também de novas regulamentações sobre o sistema partidário e sistema
eleitoral, e, principalmente, da radicalização dos institutos relativos ao exercício
direto da soberania pelo povo, inclusos no artigo 14º da Constituição da
República Federativa do Brasil: o referendo, o plebiscito e a iniciativa popular. / The present dissertation makes an analysis about the democracy crisis in the
liquid modernity, accordingly to the theories proposed for Zigmunt Bauman,
Antônio Gramsci and João Pissara Esteves. The main objective to be reached,
on this essay, is to propose a reform of the political representation rights, in
Brazil, in order to consolidate the participative democracy. Based on the
assumption that the unsicherheit of the liquid times contributes to weaken the
representation rights, it is argued the reconstruction of the democracy, aiming to
turn effective the sovereign power of the people. The philosophy of praxis
serves as methodological inspiration, with the retaking of the concepts by
hegemony and civil society, searching the full development of civil society’s
ability to regulate itself. The efficacy for this purpose depends upon great
regulation of the mass media, aiming the protection of fairness information right
because some segments of the media are prone to simulate reality, with nondeclared
ideological purposes, but, indeed, present. It depends too on new
regulations about the party and electoral systems, and, mainly, on the
radicalization of the normative institutes about the direct exercise of sovereignty
by the people, which are enclosed in article 14º of the Constitution of the
Federative Republic of Brazil: referendum, plebiscite and popular initiatives.
