Previous issue date: 2015-10-05 / Durante o s?culo XIX foi constante no discurso dos administradores locais norte-rio-grandenses o pedido de verba ao Poder Central para as obras de melhoramento do Porto de Natal. O Porto da Capital, principal via de comunica??o do Rio Grande do Norte, vinha, devido ?s limita??es que o acompanhavam como as dunas que cercavam a cidade, espalhando areia no leito do rio, al?m disso, os v?rios recifes situados ao longo do litoral, n?o permitia a entrada em seu ancoradouro de navios de maior porte. Essas dificuldades trouxeram grandes problemas ? prov?ncia, que n?o conseguia realizar o escoamento da produ??o oriunda do interior, ocasionando, no cen?rio pol?tico norte-rio-grandense, o questionamento da posi??o de centralidade de Natal na prov?ncia. Somente no Regime Republicano fora aprovado o cr?dito pelo Governo Federal para as obras de melhoramento do porto. O porto ent?o se tornou no discurso pol?tico Republicano Potiguar uma das principais promessas para trazer o ?progresso? ?s terras potiguares, sendo colocado como uma quest?o central da qual dependeria o ?futuro? do Estado. Desta maneira, o objetivo deste trabalho ? analisar o surgimento de uma nova no??o de Porto nos discursos e interven??es dos grupos dirigentes locais no come?o do s?culo XX. Buscamos analisar a emerg?ncia de uma no??o moderna de Porto, marcada pelo esfor?o de organiza??o, racionaliza??o, regulamenta??o das atividades portu?rias pelo Estado e a nova rela??o assumida pelo porto frente ? cidade decorrente dessa nova percep??o. O Porto se tornou para os grupos dirigentes locais a ?sala de espera? da capital, sendo necess?rio alterar parte da composi??o do espa?o urbano para integrar o Porto ? cidade. O Porto de Natal passou a ser dotado de uma fun??o pedag?gica, incorporando no tecido urbano, c?digos, valores e pr?ticas consideradas pelos administradores locais como modernas e civilizadas. Esse novo espa?o da cidade, considerado sua ?sala de espera?, provocou conflitos entre os grupos dirigentes locais e figuras influentes no campo pol?tico Potiguar, que almejavam se favorecer com o processo de organiza??o do porto, frente ?s figuras consideradas indesej?veis na cidade, vistas como um empecilho ? imagem de progresso e modernidade que os grupos dominantes pretendiam expor pelo Porto. / Through the nineteenth century, it was constant in the discourse of the local norte-rio-grandenses (Natal city, Brazil) administrators, the appeal for subsidy to the central government for the works of the port of Natal upgrade. The port in the capital, the main route of the Rio Grande do Norte communication, because of the limitations attached to it, as the dunes surrounding the city spreading sand in the riverbed, and several reefs located along the coast, did not allow the entry in his berth larger ships. These difficulties brought major problems the province, who could not hold the flow of production coming from the inside, resulting in the north of Rio Grande political scene, questioning the centrality of Christmas position in the province. Only Republican scheme had been approved credit by the federal government for the improvement works of the port. The port became the Republican political discourse Potiguar one of the main promises to bring "progress" the Potiguar land, being placed as a central issue of which depend on the "future" of the state. The objective of this study is to analyse the emergence of a new port concept in speeches and interventions of the local ruling groups in the early twentieth century. We analyse the emergence of a modern notion of port, marked by the organizing effort, rationalization and regulation of port activities by the state, and the new relationship assumed by the harbour front to the city resulting from this new perception. The port has become for local leaders to groups of capital "waiting room", requiring change of the composition of urban space for integrating the port to the city. The Port of Natal became endowed with a pedagogical function, incorporating the urban fabric, codes, values and practices considered by local managers as modern and civilized. This new city space, considered a "waiting room", caused conflicts between the local ruling groups and influential figures in the Potiguar political field, which sought to encourage with the process of organizing the harbour front undesirable regarded figures in the city views as an impediment to the image of progress and modernity that the dominant groups intended to expose the port.
