Previous issue date: 2011 / Resumo: O processo de Municipalização do Ensino Fundamental, durante o período de vigência do FUNDEF - Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério (Lei 9.424/96) e os primeiros anos do atual FUNDEB - Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (Lei 11.494/07), sob a perspectiva de gestão educacional em Municípios de Pequeno Porte, vem evidenciando alguns entraves/problemas de um lado, perspectivas e possibilidades de uma gestão autônoma municipal, bem como a proximidade entre dirigentes municipais e gestores institucionais /educadores/comunidade, do outro. O caráter descentralizador que se instalou nos Municípios parece relativo no processo de Municipalização do Ensino Fundamental no estado de São Paulo, apesar da transferência de responsabilidade, com mecanismos utilizados para implementação (FUNDEF/FUNDEB) e com a estruturação da Secretaria Estadual da Educação do Estado de São Paulo, para operacionalizar tais implementações. Enquanto elemento facilitador não levou em conta o porte dos Municípios bem como suas situações estruturais e condições financeiro/econômicas, ou seja, tratou a todos no mesmo contexto, colocando principalmente os Municípios de pequeno porte numa situação frágil e carente de estrutura de gestão educacional. A implementação da Municipalização do Ensino, seja em Municípios de qualquer porte, enquanto o Regime de Colaboração, garantido pela Constituição de 1988, se restringir aos repasses de recursos e ações esporádicas, por vezes desconexas, não promove condições plenas de gestão municipal e melhoria substancial na qualidade da educação nos municípios, em especial nos de pequeno porte. / Abstract: The process of Municipalization of Fundamental Education, during the period of the FUNDEF - Fund for Maintenance and Development of Fundamental Education and Valuation of Teachers (Law 9.424/96) and the first years of the current FUNDEB - Fund for the Maintenance and Development of Basic Education and Valuation of the Education Professionals (Law 11.494/2007) under the perspective of municipal educational management in small size municipalities, is showing some impediments/problems on one side, and prospects and possibilities of an autonomous municipal management as well as the Physical proximity between municipal managers / institutional managers / educators / community, on the other. The decentralized character that has taken place in these municipalities seems to us somewhat relative on the process of Municipalization of Fundamental Education in São Paulo state, despite the transfer of responsibility, with mechanisms used for the implementation (FUNDEF / FUNDEB) and with the structuring of the State Secretary of Education of the State of Sao Paulo - SEESP to operationalize these implementations, while facilitator element did not take into account the size of the municipalities as well as their structural situation and financial and economic conditions, that is, being part of the same context, placing them in a fragile and devoid situation of a municipal management structure until then unknown, seen the different postures and positions regarding the Municipalization of Fundamental Education. Of the adoption to the implantation, of the implementation to the institutionalization of the municipalization of education in the municipalities, whatever the size, where the Collaboration System, guaranteed by the 1988 Constitution, is limited, at least in practice, the distribution sporadic and disconnected of resources or actions, does not promote full conditions of municipal management and a substantial improvement in the quality of education in the municipalities, especially that of small size of Taquaritinga Region. / Mestrado / Politicas, Administração e Sistemas Educacionais / Mestre em Educação
