Esta dissertação é um estudo sobre a relação entre a política externa brasileira e a cultura política da população e enquadra-se, portanto, na tradição das áreas de Relações Internacionais e Cultura Política. O objetivo geral dessa pesquisa é identificar e analisar as orientações gerais da política externa desenvolvida durante os governos Lula (2003-2010) com vistas a verificar a existência de uma relação de congruência com os valores e as atitudes da população brasileira. A dissertação está dividida em cinco capítulos: além da introdução e da conclusão, o primeiro analisa a relação entre política externa e cultura política nos campos das Relações Internacionais e Cultura Política; o segundo, trata da política externa brasileira, da sua relação com a opinião pública e identifica as orientações gerais da política externa dos governos Lula; por fim, no último capítulo, é realizada a análise da relação entre os valores as atitudes da população e as orientações gerais da política externa dos governos Lula. Como base de dados para o estudo foram utilizadas pesquisas survey realizadas em nível nacional do World Values Survey e da Pesquisa “O Brasil, as Américas e o Mundo”. Além disso, para a identificação das orientações gerais foram analisados os discursos e pronunciamentos realizados pelo Presidente Lula e o Chanceler Celso Amorim durante os dois mandatos. A principal conclusão desta dissertação é de que as atitudes e os valores dos brasileiros possuem uma relação de congruência com as orientações gerais da política externa dos governos Lula, ou seja, de que a política externa está relacionada com o que pensa a população. / This thesis is a research about the relationship between Brazilian foreign policy and the political culture of the population, and therefore is framed in the tradition of International Relations and Political Culture. The main objective of this research is to identify and analyze the general guidelines of the foreign policy developed during Lula’s governments (2003-2010) in order to verify the existence of a relationship of congruence with the values and attitudes of the Brazilian population. The thesis is divided into five chapters: besides the introduction and conclusion, the first chapter analyses the relation between foreign policy and political culture in the fields of International Relations and Political Culture; the second one, deals with Brazilian foreign policy, its relation with public opinion and identifies the general guidelines of Lula’s foreign policy; in the last chapter, is analyzed the relationship between the values and attitudes of the population and the general guidelines of the foreign policy of Lula’s governments. The data bases used for the thesis were from surveys conducted at the national level: the World Values Survey and "Brazil, Americas and the World" Research. In addition, for the identification of the general guidelines, the speeches and statements made by President Lula and Foreign Minister Celso Amorim during the two terms were analyzed. The main conclusion of this thesis is that the attitudes and values of the Brazilians have a relation of congruence with the general guidelines of the foreign policy of Lula’s government, that is, that the foreign policy is related to what the population thinks.
