Previous issue date: 2011-11-25 / Tourism is also a field where shrouded contradictions and myths. On the one hand, there are
reinforcements in critical chain of those who realize exist, this activity, economic domination
and submission relationships of local cultures to the dictates of the market. Are those that
make us question whether tourism is, in fact, promoter of the development of a region. On the
other hand, is generous, and growing, the list of supporters that this drives the creation of jobs
and income, allowing social mobility and improve the well-being of populations. This
research presents an analysis of the impactin theeconomy and culture (d) the municipality of
Cabaceiras, Paraíba State, after insertion of Cultural Historic Tourism project in the Cariri
Paraibano, developed by Sebrae, in the triennium 2006/2008, with the goal of developing the
productive chain of tourism and culture. Although the project of Sebrae has been planned for
31 municipalities of Cariri, Brazil, it was decided to centralize this search in Cabaceiras,
according to their natural potential that, since the Decade of 1990, attracted the attention of
tourists and researchers from Brazil and abroad. The approach was qualitative. It was a
descriptive research, using the case study of single type, having as timeframe the period 20042010.
The survey was divided into two steps. The first was a documentary analysis and
interviews with residents of the place of research, participants of deployment processes or
development of that project. In the second, raised-if information in the Prefecture of
Cabaceiras, Paraíba State Board of trade (Jucep) and Company Paraíba's desk (PBTur). In
both phases, data sought descriptions and analyses to the changes that have occurred, after
insertion of the project, related to the generation of employment and income, tourist demand,
valuing local culture and tourism infrastructure. The results showed that the project has
encouraged the meeting and the organization of actors of the place, identification of new
tourist potential and training of manpower. However, it is not realized as advances tourist
flow and increases in the number of persons employed formally in hospitality. In
infrastructure, realized-if failures in strategic sectors for tourism, as signs and roads. The
survey revealed criticism to the appreciation of cultural-historical heritage, which were placed
on brevity with which the actions were performed. A positive analysis of project of Sebrae as
to diagnose and indicate opportunities focused on the improvement of tourist activity.
However, there was lack of a more permanent management, able to ensure the presence of the
entire population in the search for an equitable development and socially fairer. / O turismo é, ainda, um campo em que estão encobertas contradições e mitos. Por um lado, há
reforços na corrente crítica daqueles que percebem existir, nesta atividade, relações de
dominação econômica e submissão das culturas locais aos ditames do mercado. São os que
nos fazem questionar se o turismo é, de fato, promotor do desenvolvimento de uma região.
Em contrapartida é generosa, e crescente, a lista dos defensores de que este impulsiona a
criação de empregos e renda, permitindo-se mobilidade social e melhoria do bem estar das
populações. Esta pesquisa apresenta uma análise das repercussões na economia e cultura do
município de Cabaceiras, estado da Paraíba, após a inserção do projeto Turismo Histórico
Cultural no Cariri Paraibano, desenvolvido pelo Sebrae, no triênio 2006/2008, com o objetivo
de desenvolver a cadeia produtiva do turismo e cultura. Embora o projeto do Sebrae tenha
sido planejado para 31 municípios do Cariri, decidiu-se centralizar esta pesquisa em
Cabaceiras, em função de seus potenciais naturais que, desde a década de 1990, atraíram a
atenção de turistas e pesquisadores do Brasil e exterior. A abordagem foi qualitativa. Fez-se
uma pesquisa descritiva, utilizando o estudo de caso do tipo único, tendo-se como marco
temporal o período 2004-2010. A pesquisa foi dividida em duas etapas. Na primeira foi
realizada uma análise documental e entrevistas com moradores do lugar da pesquisa,
participantes dos processos de implantação ou desenvolvimento do referido projeto. Na
segunda, levantaram-se informações na Prefeitura de Cabaceiras, Junta Comercial do Estado
da Paraíba (Jucep) e Empresa Paraibana de Turismo (PBTur). Em ambas as fases buscaram-se
dados, descrições e análises quanto às mudanças ocorridas, após a inserção do projeto,
relacionadas à geração de emprego e renda, demanda turística, valorização da cultura local e
infraestrutura turística. Os resultados mostraram que o projeto favoreceu a reunião e
organização dos atores do lugar, identificação de novos potenciais turísticos e capacitação da
mão de obra. Entretanto, não se perceberam avanços quanto a aumentos no fluxo turístico e
número de pessoas ocupadas formalmente em hotelaria. Na infraestrutura, perceberam-se
falhas em setores estratégicos para o turismo, como sinalização e estradas. A pesquisa revelou
críticas quanto à valorização do patrimônio histórico-cultural, as quais recaíram sobre a
brevidade com que as ações foram executadas. Faz-se uma análise positiva do projeto do
Sebrae quanto a diagnosticar e indicar oportunidades voltadas à melhoria da atividade
turística. No entanto, houve carência de uma gestão mais permanente, capaz de assegurar a
presença de toda a população na busca por um desenvolvimento equitativo e mais justo
socialmente.
