Kommunal planering för framtida havsnivåhöjningar i Göteborg och Malmö : En kvalitativ studie om sårbarhet, anpassning och riskhantering

The Anthropocene is characterized by pronounced and dynamic changes in the climate system, resulting in a gradual rise in sea levels and an increased occurrence of extreme weather conditions. The coastal municipalities of Gothenburg and Malmö in southern Sweden are facing a significant challenge, namely protecting their residents from the growing risks of flooding due to rising sea levels. This paper aims to highlight the strategies and plans that these municipalities are mobilizing to counter their vulnerability. To achieve this, the following research questions form the basis:  ·       What measures do the respective municipalities plan to implement to shield themselves from the risks of sea level rise?  ·       Are the coastal municipalities planning for high-water events in conjunction with the general sea level rise?  ·       And does the urban planning of the concerned municipalities correspond to the research content of IPCC reports regarding sea level rise?  As a method of data collection, a qualitative document review has been exclusively conducted on the official websites of the respective municipalities. Through this method, access has been obtained to studies, investigations, reports, and preliminary studies related to the subject area. The results indicate that Gothenburg has made significant progress in its planning process with concrete and elaborated adaptation measures, including considerations of various barriers and pump stations. Malmö is still in the process of conducting preliminary studies to identify the most suitable adaptation strategy. The paper concludes that both municipalities have initiated plans for the implementation of adaptation measures in the form of coastal protection actions. However, it can be determined that significant work remains to reduce vulnerability from the sea by the year 2100.
