Previous issue date: 2017-04-04 / This dissertation presents a study about the possible effects of Bolsa Família
Program (BFP) on formers beneficiary families in the period of 2009/2013 in São
Luís, Maranhão. The study focused mainly on the women, Families Responsible
(FRs) to the Program, their empowerment process and the autonomy achievement
driven forward by the income transference, and their perception with regards to
responsibilities in the compliance with the Program conditions. For the analysis,
there were considered the labor background previous, during and after the
enrollment at the BFP; and the changes in the education, health and woman
autonomy, during the enrollment at the Program, and after the ending of it, the lasting
effects or the ones that have ended. The research has a qualitative approach, a
social programs impact assessment. Semi-structured surveys were conducted with
technicians and coordinators of five (5) Reference Centers for Social Assistance
(CRAS), with the local officer for Social Assistance, and developed focal groups
composed by families responsible, formers beneficiary of BFP. There should be
highlighted the following conclusions: the Program contributed to the reduction of
emergency material destitution; had an effect on the formal enrollment and
permanence of children and adolescents at school, possibly contributing with the
reduction of children labor; made possible the access of some of the families to other
complimentary programs, as the housing acquisition; strengthened the decision
making process by the woman, however the reproductive labor, of taking care of the
children, under her almost exclusive responsibility, was empowered by the Program,
with regards to the compliance with the conditions. / Esta dissertação apresenta um estudo sobre os possíveis impactos do Programa
Bolsa Família (PBF) junto a famílias egressas no período 2009/2013, em São Luís,
no Maranhão. O estudo focou especialmente as mulheres, Responsáveis Familiares
(RFs) junto ao Programa, o seu processo de empoderamento e conquista de
autonomia, impulsionado pela transferência de renda, e suas percepções quanto às
responsabilidades no cumprimento das condicionalidades do Programa. Para tanto,
foram consideradas a trajetória de trabalho antes, durante e após o desligamento do
PBF; e as mudanças na educação, saúde e autonomia da mulher, durante a
permanência no Programa e, após o desligamento do mesmo, as transformações
que permaneceram ou deixaram de existir. A pesquisa desenvolvida foi de natureza
qualitativa, do tipo avaliação de impactos de programas sociais. Foram realizadas
entrevistas semiestruturadas com técnicas e coordenadoras de cinco (5) Centros de
Referencia de Assistência Social (CRAS), com a Secretária Municipal, e
desenvolvidos grupos focais com responsáveis familiares, egressos do PBF.
Merecem destaque as seguintes conclusões: o Programa contribuiu para reduzir as
destituições materiais emergenciais; impactou a matricula e permanência das
crianças e adolescentes na escola, possivelmente contribuindo com a redução do
trabalho infantil; possibilitou o acesso de algumas famílias a outros programas
complementares, como a aquisição da casa própria; fortaleceu o processo de
tomada de decisões, pela mulher, entretanto o trabalho reprodutivo, de cuidados
com os filhos, sob sua responsabilidade quase que exclusiva, foi potencializado pelo
Programa, naquilo que se vincula ao cumprimento das condicionalidades.
