This research study explores the culture of silence within the Swedish Police Authority, with a particular focus on the role of officials. By analyzing the various cultures and norms that shape the organization, the study seeks to deepen understanding of how silence influences employees' inclination to report misconduct. Methodologically, the study employs qualitative content analysis to systematically explore and interpret the text-based material related to the culture of silence within the police authority. To capture a diversity of perspectives, semi-structured interviews were conducted with participants from different hierarchical levels within the police organization. Through this methodology, the researchers aimed to obtain a broad and representative understanding of how the culture of silence manifests and affects employees' experiences and actions. The study's findings highlighted complex relationships between different cultures, norms, and the culture of silence, where fear of reprisals and a clear link between managers with high control needs and the reporting of misconduct emerged as significant. Special emphasis was placed on the younger generation's perspectives and actions, with their role identified as crucial in shaping the future of police operations. It was revealed that the younger generation is perceived to have a more open mindset and the potential to break away from older cultures and fears. Finally, the study emphasizes the need to comprehend these complex dynamics to develop effective measures that promote a healthier organizational culture within the Swedish Police Authority.
