This research study explores the culture of silence within the Swedish Police Authority, with a particular focus on the role of officials. By analyzing the various cultures and norms that shape the organization, the study seeks to deepen understanding of how silence influences employees' inclination to report misconduct. Methodologically, the study employs qualitative content analysis to systematically explore and interpret the text-based material related to the culture of silence within the police authority. To capture a diversity of perspectives, semi-structured interviews were conducted with participants from different hierarchical levels within the police organization. Through this methodology, the researchers aimed to obtain a broad and representative understanding of how the culture of silence manifests and affects employees' experiences and actions. The study's findings highlighted complex relationships between different cultures, norms, and the culture of silence, where fear of reprisals and a clear link between managers with high control needs and the reporting of misconduct emerged as significant. Special emphasis was placed on the younger generation's perspectives and actions, with their role identified as crucial in shaping the future of police operations. It was revealed that the younger generation is perceived to have a more open mindset and the potential to break away from older cultures and fears. Finally, the study emphasizes the need to comprehend these complex dynamics to develop effective measures that promote a healthier organizational culture within the Swedish Police Authority.

Implementerandet av styrnings- och organisationsmodeller hämtade i det privata näringslivet ställer stora krav på den kommunala förvaltningen och dess tjänstemän. Rättssäkerhet, likabehandling och effektivitet ska kombineras med egna initiativ, personligt ansvarstagande och övergripande mål. En allt större grad av delegering från politiker och ledning till den enskilde tjänstemannen kräver nya sätt att arbeta och en ny syn på medborgaren. Rollerna riskerar att bli mer föränderliga och målen vaga samtidigt som det föreligger en ständigt närvarande kontroll och kontinuerlig utvärdering av verksamheten. Syftet med denna studie är att övergripande beskriva och analysera hur tjänstemännen hos samhällsbyggnadsenheten inom Åstorps kommun upplever sin egen och medborgarnas roll i en tid av förändringar i arbetssättet och där målet är att öka servicegraden och sätta kunden i centrum. Genom intervjuer med förvaltningens tjänstemän framkommer bland annat önskemål om större eget ansvar, tydligare politiska mål men utan detaljstyrning samt en mer ingående dialog med kunden. Studiens resultat pekar mot att det är möjligt att införa näringslivsinspirerande styrnings- och organisationsmodeller men dessa kan inte helt ersätta den offentliga förvaltningens traditionella legalbyråkratiska arbetssätt.

Narkotikasmugglingen är ett snabbt ökande fenomen som har stor påverkan på samhället och dess invånare. Hur länder samarbetar internationellt med detta varierar inom Europa och denna studie är ett resultat av hur Sveriges internationella samarbete har fungerat samt hur narkotikasmugglingen och det internationella samarbetet har påverkats under Covid-19-pandemin. Trots att den nuvarande pandemin medför stängda landsgränser och restriktioner har Tullverket i ett pressmeddelande uttalat sig om att narkotikamängderna har ökat under Covid-19-pandemin. Därför har intresset av att undersöka fenomenet uppkommit i samband med granskningen av det internationella samarbetet som förs mellan Sverige och vissa europeiska länder kring det brottsförebyggande arbetet mot narkotikasmuggling. Studiens syfte är att undersöka både hur representerade upplevelser hos Tullverket ser ut, men främst detta fenomen genom analyser av dokument kring fenomenet. I resultatet har det framkommit att förändringar sker sporadiskt, men att förklaringen till den ökade beslagsstatistiken ligger i hur smugglare anpassar sig efter omständigheter vid distribution av narkotika. Slutligen bör det tas i beaktande att Covid-19-pandemin fortfarande är en pågående företeelse, vilket gör det komplext att dra egentliga slutsatser kring förändringar och konsekvenser av pandemin. Därför anses det vara av stort intresse att undersöka ämnet efter att pandemin är över. Detta för att kunna avgöra om det var den som påverkat de faktorer som i dag endast är hypoteser. / Drug smuggling is a rapidly growing phenomenon that has a major impact on society and its inhabitants. How countries cooperate internationally with this varies within Europe and this study is a result of how Swedens international cooperation has worked and how drug smuggling and international cooperation have been affected during the Covid-19 pandemic. Despite the fact that the current pandemic entails closed national borders and restrictions, the Swedish Customs has stated in a press release that the amount of drugs has increased during the Covid-19 pandemic. Therefore, the interest in investigating the phenomenon has arisen in connection with the review of the international cooperation that is conducted between Sweden and certain European countries around the crime prevention work against drug smuggling. The purpose of the study is to investigate both what represented experiences at the Swedish Customs look like, but mainly this phenomenon through analyzes of documents surrounding the phenomenon. The results have shown that changes occur sporadically, but that the explanation for the increased seizure statistics lies in how smugglers adapt to circumstances when distributing drugs. Finally, it should be borne in mind that the Covid-19 pandemic is still an ongoing phenomenon, which makes it complex to draw real conclusions about changes and consequences of the pandemic. Therefore, it is considered of great interest to investigate the subject after the pandemic is over.
