Sua qualidade está diretamente relacionada à prestação do serviço de maneira profícua e que atenda a pré-requisitos indicadores de qualidade. Uma infraestrutura condizente com as expectativas dos usuários, bem como a confiabilidade do sistema influem diretamente na percepção e na utilização do transporte público por ônibus pela população de uma maneira geral, ou seja, caso o Sistema de Transporte Público Urbano seja melhorado poderá haver uma mudança significativa da mobilidade nas cidades. A solução dessa problemática depende da construção e implementação de políticas integradas, de controle e gestão da qualidade, com ênfase na prestação do serviço além da reformulação e reestruturação das infraestruturas existentes, que atualmente não tem dado condições de atendimento aos usuários. Para tanto, é necessário primeiramente elaborar uma metodologia para avaliar a percepção dos diversos atores sobre a atual condição do sistema de transporte público urbano por ônibus, a intenção de uso, caso, este ofertasse alguns elementos referentes à qualidade e por fim o senso coletivo, onde as pessoas teriam noção da sua mudança de comportamento para a melhoria da qualidade de vida nas cidades mediante a utilização do transporte coletivo. Assim, o presente trabalho traz uma proposta de metodologia para avaliação da qualidade do sistema de transporte público urbano por ônibus com base na Teoria das Representações Sociais e na Percepção da Qualidade a partir do sistema de transporte público urbano. A proposta foi validada mediante um estudo de caso, na cidade de Goiânia, com os atores agentes indutores e induzidos da mudança, órgão gestor, empresários, usuários e sociedade. _________________________________________________________________________________ ABSTRACT / The System of Urban Public Transport is one of the elements makers of the economic and social development of the cities for being a half activity, that makes possible the displacement of the people its destinations so that they can carry through its activities. Its quality directly is related to the installment of the service in adequate way and that it takes care of the prerequisite pointers of quality. A infrastructure suitable with the expectations of the users, as well as the trustworthiness of the system influences directly in the perception and in the use of the public transport for bus for the population in a general way, that is, case the System of Urban Public Transport is improved will be able to have a significant change of mobility in the cities. The solution of this problematic one depends on the construction and implementation of integrated politics, of control and management of the quality, with emphasis in the installment of the service beyond the reformularization and reorganization of the existing infrastructures, that has currently not given customer service conditions. For in such a way, it is necessary first to elaborate a methodology to evaluate the perception of the diverse actors on the current condition of the system of urban public transport for bus, the intention of use, in case that, this offered some referring elements to the quality and finally the collective sense, where the people would have notion of its change of behavior for the improvement of the quality of life in the cities by means of the use of the collective transport. Thus, the present work on the basis of brings a proposal of methodology for evaluation of the quality of the system of urban public transport for bus the Theory of the Social Representations and in the Perception of the Quality from the system of urban public transport. The proposal was validated by means of a case study, in the city of Goiânia, with the inductive and induced agent actors of the change, managing agency, entrepreneurs, users and society.
