JEAN MARCELO ALMEIDA COSTA.pdf: 2113874 bytes, checksum: 8ed0c569767c1e985c6508766c75eaf9 (MD5) / Cairu é um município-arquipélago localizado no território do Baixo Sul da Bahia, com forte tradição em pesca artesanal, no qual, desde 2006, vem sendo implementado o Projeto de Educação Ambiental (PEA) do Campo de Manati (PEA Manati), como condicionante de licenciamento ambiental de um empreendimento petrolífero homônimo situado em área confrontante com o referido município e que foi o pioneiro na produção de gás natural em tal região. O PEA Manati também foi o primeiro a aplicar, na prática do licenciamento ambiental de atividades marítimas de exploração e produção de petróleo e gás natural no Brasil, diretrizes pedagógicas exigidas para esses projetos, no âmbito das medidas mitigadoras e compensatórias. Essas referidas orientações legais, inspiradas em ideais , visam promover uma educação com viés crítico, transformador e emancipatório, com ênfase na participação e no fortalecimento do processo de democratização, buscando inserir, nos
processos decisórios do licenciamento, os sujeitos sociais historicamente deles excluídos e, geralmente, mais vulneráveis aos impactos negativos dos empreendimentos. Assim, nesse cenário inerentemente contraditório e complexo, esta pesquisa tem como objetivo identificar os principais limites e possibilidades da desses moradores das ilhas – os Ilhéus – no contexto do PEA Manati, principalmente daqueles trabalhadores da pesca artesanal ou
dirigentes de instituições desse segmento. A metodologia desse trabalho consistiu em uma abordagem qualitativa, de natureza exploratória, que incluiu a análise de documentos e a realização de entrevistas com moradores e com técnicos do IBAMA, da Petrobras e da empresa consultora, as quais foram submetidas à Análise de Conteúdo, com fundamentação nos pressupostos teóricos da e da participação
como estratégia de efetiva descentralização de poder. A investigação revelou que há limites relacionados a fragilidades dos próprios ilhéus, mas as principais barreiras à partilha do poder
advieram da Petrobras, das forças políticas conservadoras que atuam no Município e, até mesmo, das limitações legais do licenciamento. Por outro lado, evidenciou que o PEA Manati, principalmente em seu processo de formação política, contribuiu para o ganho de consciência crítica dos ilhéus envolvidos e indicou estratégias que possibilitam contribuir para o avanço da participação no contexto desses projetos, em especial, na luta pela conquista de direitos e
políticas públicas que busquem promover maior equidade e justiça em âmbito local. / ABSTRACT
Cairu is an archipelago municipality located on the coast of southern Bahia, with a strong tradition of artisanal fisheries, where the Environmental Education Project (–) of the ( ) has been implemented since 2006, as a condition of an oil enterprise license with the same name ( ), bordering the municipality. The enterprise has been the pioneer in the production of natural gas in the
region. The PEA Manati was also the first project in the environmental licensing practice of offshore exploration and production of oil and natural gas in Brazil to apply pedagogical
guidelines required for such projects regarding mitigation and compensation measures. Such legal guidelines, inspired by Freirean pedagogy, aim at promoting education with a critical, transforming and emancipatory approach, with emphasis on participation and on strengthening of the democratization process, seeking to insert social subjects, who are historically excluded from these processes and generally more vulnerable to the negative impacts of the enterprises, into the decision of the licensing processes. Thus, in such inherently contradictory and complex scenario, this research aims to identify the main limits and possibilities of participation of the inhabitants of the islands – the Islanders – in the context of the PEA Manati, especially those workers in artisanal fishery or leaders of
institutions in this field. The methodology of this study consists of a qualitative approach, exploratory in nature, which includes the analysis of documents and interviews with residents
and technicians with IBAMA, Petrobras and the consulting firm, which were submitted to content analysis, based on the theoretical assumptions of and participation as a strategy for effective decentralization of power. This study concludes that there are limits related to weaknesses of the islanders themselves,
but the main barriers to power sharing originated in Petrobras, in the conservative political forces present in the municipality, and even in the legal licensing restrictions. On the other
hand, it shows that, especially in the process of political formation, the PEA Manati contributed to raise critical awareness among the islanders involved and points strategies that allows the contribution to the advancement of participation in the context of those projects, especially in the battle to earn rights and public policies with the purpose of promoting greater equity and justice at the local level.
