DISSERTAÇÃO - ISABELA ALCANTARA.pdf: 5252402 bytes, checksum: f113e943213ad62d6584ff2327b24986 (MD5) / Fundação de Amparo à Pesquisa do Estado da Bahia / O propósito dessa dissertação é analisar as iniciativas da política externa brasileira para combater o tráfico internacional de mulheres no período compreendido entre os anos 2000 a 2016. O tráfico internacional de mulheres está relacionado com questões de gênero, globalização, fluxos migratórios internacionais e também com o crime organizado internacional, além de ser uma flagrante violação aos direitos humanos. Portanto, trata-se de um fenômeno complexo e multidisciplinar que não se relaciona apenas com os Estados nacionais envolvidos e a proteção das suas ordens internas, mas sim com sistema internacional em sua totalidade. Esse estudo acadêmico, inicialmente, abordará um panorama geral do tráfico internacional de mulheres, no que diz respeito ao seu conceito, suas modalidades, suas causas e consequências, uma retrospectiva histórica do tema no Brasil e no mundo e seus contornos na globalização, relacionando - o com os fluxos migratórios e a criminalidade transnacional. Posteriormente, discutirá os regimes internacionais dentro da Teoria das Relações Internacionais, o regime internacional de direitos humanos, a inserção do Brasil nesse regime, os principais instrumentos internacionais que tratam do tema e da defesa dos direitos das mulheres e suas relações com o sistema internacional de proteção aos direitos humanos como um todo. Em seguida, a dissertação estabelecerá uma análise das medidas adotadas pela política externa brasileira para o combate ao tráfico internacional de mulheres, evidenciando a atuação do Ministério da Justiça, do Ministério das Relações Exteriores, da Secretaria de Políticas para as Mulheres da Presidência da República e das Organizações Não Governamentais, bem como as ações de cooperação jurídica internacional e a atuação do Brasil junto as Nações Unidas. / The purpose of this dissertation is to analyze the initiatives of the brazilian foreign policy to combat the international trafficking in women in the period between the years 2000 and 2016. The international trafficking in women is related to gender, globalization, international migration and also to the international organized crime, as well as being a flagrant violation of human rights. Therefore, it is a complex and multidisciplinary phenomena that is not only related to the national states involved and the protection of their internal orders, but to the international system as a whole. This academic study will initially address a general panorama of the international trafficking in women, in terms of its concept, its modalities, its causes and consequences, a historical retrospective of the theme in Brazil and in the world and its contours in globalization, with migration and transnational crime. Subsequently, it will discuss international regimes within the Theory of International Relations, the international human rights regime, the insertion of Brazil in this regime, the main international instruments that approaches the subject and the defense of women's rights and their relations with the international system of protection of human rights as a whole. Next, the dissertation will establish an analysis of the measures adopted by the brazilian foreign policy to combat international trafficking in women, evidencing the work of the Ministry of Justice, the Ministry of Foreign Affairs, the Secretariat for Women's Policies of the Presidency of the Republic and non - governmental organizations, as well as actions of international legal cooperation and the work of Brazil with the United Nations.
