Previous issue date: 2018-08-09 / The Cedro barrage, located in the town of Quixadá, is one of the most exuberant landscapes in the state of Ceará and, not surprisingly, since 1977, it was listed by the National Historical and Artistic Heritage Institute (IPHAN), known for its beauty natural origin due to the rocky formations located in its surroundings, in particular, Pedra da Galinha Choca and Pedra Fala-deira, as well as for its historical-cultural importance in the face of the human intervention in the region, essentially, through the construction of this dam, occurred between the late nine-teenth and early twentieth centuries, with the aim of combating drought in the region and con-taining the migratory movements of the sertão to other regions. This landscape provides a harmonic fusion of rare beauty between the natural and artificial environment, which attracts tourists and, consequently, moves the towns economy, but at the same time enhances the oc-currence of damages to this patrimony. In this sense, a new stage of protection of this price-less asset is underway by IPHAN, through the application of the Cedro barrage to World Her-itage, in the category of cultural property, to the United Nations Educational, Scientific and Culture Organization (UNESCO). For this reason, the present study aims to analyze the ar-guments that led to this application, as well as the benefits and challenges of the indication of the Cedro barrage to Cultural Heritage of Humanity for its protection. The research adopted the deductive method of descriptive-analytical character, in that the technique of bibliograph-ical research was used in the construction of the present work, a conceptual, legislative, doc-trinal and jurisprudential survey was carried out on the subject, through the most various means of dissemination of knowledge such as books, articles, periodicals, magazines, docu-ments, dissertations, theses, including, by electronic means. Finally, although it has been the Cedro barrage has a high potential to be classified as Cultural Heritage of Humanity, it is not only an application as the problem itself to be classified as Cultural Heritage of Humanity all future for present and future generations.

The 1972 UNESCO Convention. / A Barragem do Açude Cedro, localizada no município de Quixadá, reúne uma das paisagens mais exuberantes do Estado Ceará e, não à toa, desde de 1977, foi tombada pelo Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN), sendo conhecida por sua beleza natural decorrente das formações rochosas localizadas no seu entorno, em especial, a Pedra da Gali-nha Choca e a Pedra Faladeira, bem como por sua importância histórico-cultural diante da intervenção do ser humano na região, essencialmente, por meio da construção dessa barragem, ocorrida entre final do século XIX e início do século XX, com o desiderato de combater a seca na região e conter os movimentos migratórios do sertão para outras regiões. Tal paisa-gem propicia uma fusão harmônica de rara beleza entre o meio ambiente natural e o artificial, que atrai turistas e, consequentemente, movimenta a economia do município, mas que parale-lamente potencializa a ocorrência de danos a esse patrimônio. Nesse sentido, uma nova etapa de proteção desse inestimável bem está em curso conduzida pelo IPHAN, mediante a candida-tura da Barragem do Açude Cedro a Patrimônio Mundial, na categoria de bem cultural, peran-te a Organização das Nações Unidas para a Educação, a Ciência e a Cultura (UNESCO). Por essa razão, o presente estudo tem por objetivo analisar os argumentos que levaram a essa can-didatura, bem como os proveitos e desafios da indicação da Barragem do Açude Cedro a Pa-trimônio Cultural da Humanidade para a sua proteção. A pesquisa adotou o método dedutivo de caráter descritivo-analítico, na medida em que foi empregada, na construção do presente trabalho, a técnica de pesquisa bibliográfica, realizando-se um apanhado conceitual, legislati-vo, doutrinário e jurisprudencial sobre o tema, através dos mais variados meios de dissemina-ção do conhecimento tais como, livros, artigos, periódicos, revistas, documentos, dissertações, teses, inclusive, por meio eletrônico. Por fim, constatou-se que, embora a Barragem do Açude Cedro tenha um elevadíssimo potencial para ser reconhecida como Patrimônio Cultural da Humanidade, não apenas essa candidatura como o próprio bem em si corre riscos diante da desídia do Poder Público e da sociedade como um todo em protegê-lo para as presentes e fu-turas gerações.
