Previous issue date: 2016-12-13 / In this thesis, it was investigated the normalization of abnormal subjectivity, approaching it as
a product of the expansion and generalization of psychiatry. We work with the following
guiding hypothesis: the inclusion of psychic suffering in the productivity logic of
neoliberalism, by deconstructing the boundary between normality and abnormality,
transforms the latter, the abnormal, into a common discourse, as a rule to be followed. We
thus confront the reconfiguration of the power of normalization in which it is not the process
of excluding the abnormal of the means of production that makes possible the formation of
the contemporary subject. It is rather by the inclusion and naturalization of the abnormalities
that the subject relates to himself and to the other. In this sense, we propose, more precisely,
to analyze how psychiatry links the neoliberal rationality of responsibility, productivity and
profit to the modes of subjectivation and the social bond, inasmuch as it incites each
individual to manage himself, following a business performance based on Autonomy, control
of risks and personal fulfillment. We constitute ourselves as a conceptual theoretical study
guided by the genealogical perspective of Michel Foucault. Composed of a set of
methodological principles for the analysis of the forms of the exercise of power, genealogy
allows us to grasp the medicalization of non-pathological sufferings and behaviors and the
consequent psychiatric concern for small deviations and failures as a power strategy that
engages, under new Arrangements, discipline, biopolitics and government. They were,
therefore, initially investigated the extended psychiatry, as a field constituted by discourses
and practices that express the way of apprehension of the madness and the psychic suffering
in biopsychosocial terms. Next, we analyze the ways in which disciplinary power integrates
the modes of normalization of subjectivity to the economic and political structures of
neoliberal society, linking, around the psychic suffering, the strategies of self-vigilance and

mastery of self-will. Next, it was problematized psychic suffering by medicine metal as an
expression of the articulation of biopolitics, given that the focus of interventions is centered
on the health and performance of the population. Afterwards, we study the unfolding of the
notion of government of men over the "acts of truth" produced by the medicalization
discourses and practices of existence, especially the process by which individuals are
summoned to manifest the truth of what they are in terms of perpetual Fallibility and
vulnerability. Finally, we seek to establish counterpositions to the normalization of the
abnormal subject, through a discussion about ethics in psychoanalysis. We conclude that the
discourse of expansion of psychiatry is the product of a story crossed from end to end by
power relations essential to the fabrication and development of the neoliberal subject.
Absolutely, there is only power because there is possibility of resistance. Therefore, we infer
that psychic suffering constitutes an antipower of individuals in the face of psychiatric power.
We defend a position of constant struggle against the forms of neoliberal subjection which,
through the linking of the subject to himself, through the production of a truth of himself,
ensure the voluntary submission of subjectivity. We are united in the struggle for a new
subjectivity that is independent of the techniques of power, at the same time individualizing
and totalizing, engendered by neoliberal reason.
Keywords: Subjectivity. Power. Psychiatry. Not normal. Government. / Nesta tese, investigamos a normatização da subjetividade anormal, abordando-a como
produto da ampliação e generalização da psiquiatria. Trabalhamos com a seguinte hipótese
norteadora: a inclusão do sofrimento psíquico na lógica de produtividade do neoliberalismo,
ao desconstruir a fronteira entre normalidade e anormalidade, transforma este último, o
anormal, em discurso comum, em regra a ser seguida. Confrontamo-nos, assim, com a
reconfiguração do poder de normalização em que não é o processo de exclusão do anormal
dos meios de produção que possibilita a formação do sujeito contemporâneo. É, antes, pela
inclusão e naturalização das anormalidades, que o sujeito se relaciona consigo e com o outro.
Neste sentido, propomos, mais precisamente, a analisar como a psiquiatria vincula a
racionalidade neoliberal de responsabilidade, produtividade e lucro aos modos de
subjetivação e ao laço social, na medida em que incita cada indivíduo a gerir-se, seguindo
uma performance empresarial fundada na autonomia, controle dos riscos e realização pessoal.
Constituímo-nos enquanto um estudo teórico conceitual orientado pela perspectiva
genealógica de Michel Foucault. Composta por um conjunto de princípios metodológicos para
a análise das formas do exercício do poder, a genealogia nos possibilita apreender a
medicalização dos sofrimentos e comportamentos não patológicos e a consequente
preocupação psiquiátrica pelos pequenos desvios e fracassos como uma estratégia de poder
que acopla, sob novos arranjos, disciplina, biopolítica e governo. Foram, pois, incialmente,
investigada a psiquiatria ampliada, enquanto campo constituído por discursos e práticas que
expressam o modo de apreensão da loucura e do sofrimento psíquico em termos
biopsicossociais. Em seguida, analisamos os modos pelos quais o poder disciplinar integra os
modos de normatização da subjetividade às estruturas econômica e política da sociedade
neoliberal, vinculando, em torno do sofrimento psíquico, as estratégias de autovigilância e

domínio da vontade de si. Em seguida, problematizamos o sofrimento psíquico pela medicina
metal como expressão da articulação da biopolítica, haja vista o foco das intervenções estarem
centrados na saúde e performance da população. Após, estudamos os desdobramentos da
noção de governo dos homens sobre os -atos de verdade¿ produzidos pelos discursos e
práticas de medicalização da existência, em especial, o processo pelo qual os indivíduos são
convocados a manifestar a verdade do que são em termos de perpétua falibilidade e
vulnerabilidade. Por fim, procuramos estabelecer contraposições à normalização do sujeito
anormal, por meio de uma discussão sobre a ética em psicanálise. Concluímos que o discurso
de ampliação da psiquiatria é produto de uma história atravessada de ponta a ponta por
relações de poder imprescindíveis à fabricação e desenvolvimento do sujeito neoliberal.
Absolutamente, só há poder porque há possibilidade de resistência. Por isso, inferimos que o
sofrimento psíquico constitui-se como um antipoder dos indivíduos em face do poder
psiquiátrico. Defendemos uma posição de luta constante contra os modos de sujeição
neoliberal que, mediante a vinculação do sujeito a si mesmo, pela produção de uma verdade
de si, asseguram a submissão voluntária da subjetividade. Somos solidários à luta por uma
nova subjetividade que se constitua independente das técnicas de poder, ao mesmo tempo
individualizantes e totalizantes, engendradas pela razão neoliberal.
