Previous issue date: 2016-12-13 / The creation of the system of tax incentives ZFM - Manaus Free Zone, including its PIM -
Industrial Pole of Manaus, was originally justified the time of its enactment in 1967 to be able to
deploy within the Amazon three economic centers: an industrial, commercial and agricultural, that
allowed its development "... in the face of local factors and the great distance to which they are
consumers of their products centers" in the text of Decree Law 288/67, the environmental issue
not being mentioned . This act took place five years before the first meeting on climate change
held in Stockholm in Sweden in 1972, the first series of meetings entering the theme environment
on the global agenda, the last Rio + 20 in 2012. The data treatment natural resources in Brazil and
the other countries in general until then was the time of their relative abundance, whose initial
concerns about their stocks dating from the 70s the planet had 3.5 billion inhabitants, half of the
2014 quota. Since 1980, however, several studies have examined the consequences of this tax
systematic about Manaus and the Amazon in many ways, some addressing positively and others
negatively, including presenting other justifications for their existence, as the generation of jobs
and revenue tax, which were not the object of his creation.
Among the reasons for existing PIM - Industrial Pole of Manaus, inserted in the ZFM is also
supposed that he would be avoiding the significant portion of deforestation of the Amazon
rainforest, in the order of 5,200 square kilometers per year, and that this area not destroyed could
potentially generate a financial benefit of about $ 400 million annually to prevent carbon release
into the atmosphere, not the forest felling, considering that carbon a very negotiable on world
markets. This is the aim of this work: check that it is possible to affirm the existence of the
protective function of the forest that the Industrial Pole of Manaus exert. With the methodology of
comparative analysis, we seek to interpret the data of the study Economic Instruments for Amazon
Protection - The experience of the Industrial Pole of Manaus (MACHADO; MOTA; RIVAS,
2009), only work to quantify and qualify what is being the supposed avoided deforestation. / A criação da sistemática de incentivos fiscais da ZFM – Zona Franca de Manaus, incluindo o seu
PIM - Polo Industrial de Manaus, foi justificada originalmente à época de sua decretação em 1967
para poder se implantar no interior da Amazônia três centros econômicos: um industrial, um
comercial e um agropecuário, que permitissem seu desenvolvimento “...em face de fatores locais e
da grande distância a que se encontram os centros consumidores de seus produtos”, no texto do
Decreto Lei 288/67, não sendo mencionada a questão ambiental. Este ato se deu cinco anos antes
da primeira reunião sobre o clima ocorrida em Estocolmo na Suécia em 1972, a primeira da série
de reuniões inserindo o tema meio ambiente na agenda mundial, sendo a última a Rio + 20, em
2012. O tratamento dado aos recursos naturais pelo Brasil e pelos demais países em geral até então
era dos tempos de sua abundância relativa, cujas preocupações iniciais com os seus estoques
datam da década de 70. O planeta contava 3,5 bilhões de habitantes, metade do contingente de
2014. A partir de 1980, entretanto, vários estudos analisaram os reflexos desta sistemática
tributária sobre Manaus e sobre o Amazonas em vários aspectos, alguns os abordando
positivamente e outros negativamente, apresentando inclusive outras justificativas para a sua
existência, como a geração de empregos e a arrecadação tributária, que não eram objeto de sua
criação.
Entre as justificativas para existir o PIM - Polo Industrial de Manaus, inserido na ZFM, está
também a de que supostamente ele estaria evitando o desflorestamento de parcela significativa da
floresta amazônica, na ordem de 5,2 mil Km² por ano, e que esta área não destruída
potencialmente poderia gerar um benefício financeiro de cerca de US$ 400 milhões anuais ao
evitar o lançamento de carbono na atmosfera, pela não derrubada da floresta, considerando ser o
carbono um bem negociável nos mercados mundiais. Este é o objetivo desta dissertação: verificar
se é possível afirmar a existência da função protetora da floresta que o Polo Industrial de Manaus
exerceria. Com a metodologia de análise comparativa, se procurará interpretar os dados do estudo
Instrumentos Econômicos para a Proteção da Amazônia - A experiência do POLO INDUSTRIAL
DE MANAUS (MACHADO; MOTA; RIVAS, 2009), única obra a quantificar e qualificar o que
vem a ser o suposto desmatamento evitado
