Previous issue date: 2010-11-22 / This Master Degree´s Dissertation deals with the theme of the international relations of sub-national entities, as well as the network formation that links political and administrative actions of state sub-national entities. Thus the focus was the analyses of Belo Horizonte´s international insertion, regarding the approximation and occupation of this political space. In this process two aspects are analyzed: the first, regarding the set of institutional actions taken by the municipal and state governments, with their progress, stalemates and perspectives. The second, regarding the municipal government´s political options for this insertion, like the protocols of brotherhood with cities of different countries and the joining of various networks that congregate cities for the exchange of good and innovative practices in the political direction of cities / Esta dissertação de Mestrado versa sobre o tema das relações internacionais de entes subnacionais, bem como a formação de redes que articulam a ação política e administrativa de entes estatais subnacionais. Assim o foco do trabalho foi o de analisar a inserção internacional de Belo Horizonte, na perspectiva de aproximação e ocupação deste espaço político. Neste processo dois aspectos são analisados: o primeiro relativo ao conjunto de ações institucionais desenvolvidos pelo governo municipal e estadual, com seus avanços, impasses, perspectivas. O segundo relativo às opções políticas do governo municipal para esta inserção, como os protocolos de irmandade com cidades de diferentes países e a adesão a diferentes redes que agregam cidades para a troca de experiências e intercâmbio de boas e inovadoras práticas de direção política das cidades
