O presente trabalho investiga os processos que levaram o município de Lajeado, RS a se tornar uma cidade “média”. Adota-se a interpretação de que as ações do Estado - como política pública e legislação, urbana e em escalas mais amplas - geram reflexos e determinações com efeitos regionais e na malha intra-urbana, na sua associação com diferentes fatores locais. Para o entendimento de tal processo, a metodologia descreve o histórico de ocupação do território e a evolução da malha urbana de Lajeado (1898 – 2014); contemplando elementos considerados fundamentais na transformação identificada e provenientes de distintos âmbitos (políticos, econômicos e sociais) apontando o papel desempenhado pelas políticas públicas e a legislação, em suas variadas diretrizes e escalas. A estrutura de análise engloba as variáveis encontradas nesse contexto e conjunto de ações, em um estudo dividido em duas partes: (i) estudo intra-urbano que, via configuração espacial – mapas axiais – mostra a evolução da malha urbana da cidade, e (ii) estudo urbano - regional, com base em fatores: populacionais, econômicos, sociais, estruturais/locacionais e institucionais. As análises desenvolvidas trazem uma interpretação sobre os fatores, as políticas públicas e a legislação que levaram às conclusões que apontam que Lajeado se apresenta como núcleo principal da região desde o primeiro período, seja em função dos serviços de navegação ou apoio à produção, e que tais serviços foram se modificando e se especializando com o passar do tempo e atendendo à toda população regional, atribuindo ao município características próprias de uma cidade média e polarizadora regional. / This study investigates the processes that led the city of Lajeado, RS to become a city turned into a medium sized polarizing city." It adopts the interpretation that the State's actions - as public policy and legislation, urban and larger scales - generate reflections and determinations of regional effects and intra-urban network, in association with various local factors. For understanding of this process, the methodology describes the occupation history of the territory and the evolution of the urban fabric of Lajeado (1898 - 2014); contemplating elements considered essential in the transformation and identified from different spheres (political, economic and social) pointing out the role of public policy and legislation, in its various guidelines and scales. The analytical framework encompasses the variables found in this context and set of actions in a study divided into two parts: (i) intra-urban study, via spatial configuration - axial maps - shows the evolution of the urban fabric of the city, and ( ii) urban study - regional, based on factors: population, economic, social, structural / locational and institutional. The developed analyzes bring an interpretation of the factors, public policies and legislation that led to the conclusions that indicate that Lajeado represents the major core of the region from the first period, either in terms of navigation services or production support, and such services were changing and specializing over time and given the entire regional population, giving the city the characteristics of an medium and regional polarizing city.
