Esta dissertação analisa a crise fiscal do Estado do Rio Grande do Sul sob a perspectiva da cultura política e do capital social, utilizando como objeto o fórum Pacto pelo Rio Grande criado pela Assembleia Legislativa do Rio Grande do Sul em 2006. O objetivo do trabalho é compreender as relações entre sociedade e Estado a partir das crenças e atitudes dos atores sociais e políticos envolvidos nas discussões sobre a crise fiscal estadual. A teoria do capital social apresenta uma série de hipóteses que relacionam a eficiência das políticas públicas com a confiança social, capital social. Em sociedades onde há confiança, normas de reciprocidade ou extensos sistemas de participação cívica, os dilemas de ação coletivo são resolvidos pela estruturação de acordos criativos entre diferentes grupos sociais. Esta predisposição favorece, entre outros efeitos, o desenvolvimento das instituições democráticas por promover a participação política, a interiorização dos valores e princípios democráticos, bem como legitimar as decisões dos gestores públicos ao diminuir as distâncias entre Estado e sociedade Por outro lado, onde o capital social é baixo, as soluções dos dilemas coletivo dependem da intervenção de um terceiro ator que utiliza a coerção para obter a cooperação. Nesse equilíbrio vertical, o resultado é a propensão para comportamentos em que predominam formas de dependência política tradicionais como clientelismo, personalismo e autoritarismo. Para testar as hipóteses do capital social foi utilizado o método de análise de conteúdo das notas taquigráficas do Pacto pelo Rio Grande, complementada com entrevistas semiestruturadas. Os resultados indicam a persistência de comportamentos políticos marcados pela desconfiança, estatismo e personalismo político que limitam a participação política e a possibilidade de constituição de acordos criativos em torno do tema fiscal. / This dissertation analyzes the fiscal crisis in the Rio Grande do Sul State from the perspective of political culture and social capital, using as its object the forum “Pacto pelo Rio Grande” created by Legislative Power in the year 2006. The objective is to understand the relationships between society and state from the beliefs and attitudes of social and political actors involved in discussions about the state's fiscal crisis. The theory of social capital presents a number of assumptions relating the efficiency of public policies with social trust, social capital. In societies where there is trust, norms of reciprocity and extensive networks of civic engagement, collective action dilemmas are solved by structuring creative arrangements between different social groups. This predisposition facilitate, among other aspects, the development of democratic institutions by promoting political participation, internalization of democratic values and principles, as well as legitimize political decisions by decreasing the distances between state and society. Conversely, where the capital is low, the solutions of collective dilemmas depend on the intervention of a third actor who uses coercion to obtain the cooperation. In this vertical balance, the result is a tendency to behaviors that are mostly traditional forms of political dependence as clientelism, personalism and authoritarianism. To test the hypotheses of the capital was used the method of analysis of content of the shorthand notes of the Pacto pelo Rio Grande, complemented with semi-structured interviews. The results indicate the persistence of political behavior marked by distrust, statism and political personalism that limit political participation and the possibility of formation of creative agreements around the fiscal policy.
