O objetivo deste trabalho é mostrar, por meio de análise, os avanços e limites do processo de construção da Política Pública de Educação Ambiental, no Estado do Rio Grande do Sul, no período de 1999 a 2002. É um resultado do processo de construção/reconstrução e fortalecimento do papel da Escola Pública, via Constituinte Escolar, na direção de uma Escola Democrática e Popular. Esse processo traz a memória da Educação Ambiental e sua constituição enquanto política pública nas escolas, no dia-a-dia de educadores e educandos, em seu fazer político-pedagógico e nas comunidades, articulando as questões sociais e ambientais locais, contextualizando-as. Para tanto, apresentam-se a autobiografia formadora do autor desta dissertação e outras biografias e narrativas, com o processo em que os educadores/as se formam e se transformam em educadores/as ambientais. Na práxis, o educador/a ambiental está construindo a sua identidade, refletindo o cotidiano e percebendo entraves e limites à prática de uma educação ambiental dialógica, crítica, política e de intervenção. A educação ambiental, em sintonia com a educação freireana na perspectiva da geração de ambiências, pode ser considerada uma "educação menor" se possibilitar uma ampliação dos trânsitos pela multiplicidade dos saberes. Assim, os educadores foram construindo e se constituindo em uma teia de representações, que produziu um movimento permanente de procura, questionamentos, reflexão-ação, críticas, para a construção de um "saber ambiental" e de uma educação ambiental dialógica. O processo de formação apresentou contribuições, mesmo considerando a continuidade e descontinuidade das políticas públicas. Com a formação continuada - formação de formadores - foi oferecida aos sujeitos desse processo uma oportunidade em diferentes momentos de discussão e aprofundamento teórico, considerando as diferentes realidades e assegurando a participação da comunidade escolar. A Educação Ambiental esteve voltada à construção de uma Teia de Formação Continuada, na perspectiva da constituição do eco-cidadão planetário, capaz de construir novas éticas, nas quais a Terra possa ser percebida como única comunidade. / The objective of this work is to show through analysis; progress limits of the construction of Public Policy for Environmental Education in the state of Rio Grande do Sul, in the period 1999 to 2002. It is a result of the construction/reconstruction and strengthening the role of the Public School, through Constituent School, in the direction of a People's School Democratic. This process brings the memory of Environmental Education and its constitution, while public policy in schools, day-byday, educators and students in his make political-teaching and, in the communities, articulating the social and environmental issues local contextualizing them. Present themselves to forming autobiography of the author of this thesis and other biographies and narratives with the process in which educators / as are formed and transformed into educators/the environmental. In practice, the educator environmental is building its identity, reflecting the daily life, realizing barriers and limits the practice of an environmental education dialogic, critical, policy and intervention. Environmental education in line with education freireana in view of the generation of environment qualifies as a "education minor", if will allow an expansion of transits by the multiplicity of knowledge. So, the educators were building and transforming themselves in a web of representations, which produced a movement to demand permanent, questions, critical thinking-action, in building a "know environmental" and an environmental education dialogic. The process of training presents contributions, even with the continuity and discontinuity of public policies. With the continuous training - training of trainers - was offered to subject this process a chance at different times of theoretical discussion and analysis, considering the different reality and ensuring the participation of the school community. The Environmental Education has focused on building a Web of Continuing Education, in view of the formation of planetary eco-citizen, capable of building new ethical, where the Earth can be viewed as one community.
