Este trabalho apresenta e analisa as ações de financiamento da expansão do ensino superior público federal no Brasil, que está pautada em dois aspectos: criação de novas universidades e reestruturação e expansão das universidades existentes por meio do Programa de Apoio ao Plano de Reestruturação e Expansão das Universidades Federais (REUNI). Para tanto, escolheu-se no âmbito das universidades criadas a partir do ano de 2002 a Universidade Federal da Fronteira Sul (UFFS), fundada em Outubro de 2009, e no âmbito das universidades reestruturadas a Universidade Federal de Santa Catarina (UFSC), que completou 50 anos no ano de 2010. Assim, identificou-se a percepção dos dirigentes universitários e buscou-se compreender as perspectivas para o financiamento e a expansão da educação superior no Brasil juntamente aos gestores públicos do MEC. Com isto, verificou-se a importância do processo de expansão para as universidades federais brasileiras, sobretudo na região em que estão inseridas; a ampliação do número de vagas, com destaque para as vagas noturnas e licenciaturas; as principais ações para o minimizar a evasão e para a ocupação das vagas; a otimização do corpo docente; a aplicação de recursos para investimento e custeio; a redução do custo aluno; a associação do cumprimento de metas com a autonomia das universidades; e a relação da expansão das universidades com a qualidade. A pesquisa é do tipo exploratória com tratamento dos dados predominantemente qualitativos. A população do estudo é formada pelos dirigentes das respectivas instituições de ensino superior e compõe-se dos Reitores e também dos dirigentes responsáveis pelas áreas: Pró-Reitoria de Graduação, Diretoria de Planejamento e Secretaria Especial de Obras na UFFS; e Pró-Reitoria de Graduação, Secretaria de Planejamento e Pró-Reitoria de Infra-Estrutura na UFSC. Além disso, no MEC, a pesquisa foi realizada na Diretoria de Desenvolvimento da Rede de Instituições Federais de Ensino Superior (DIFES). Os dados foram obtidos por meio de pesquisa documental, bibliográfica, questionários e entrevistas semi-estruturadas. Os resultados da pesquisa indicam um novo fenômeno nacional, o Brasil está vivenciando um momento único no que se refere à expansão da educação superior por meio do financiamento público, sobretudo em relação às universidades públicas federais. As universidades federais estão recebendo os recursos provenientes do financiamento público e nas respectivas universidades estudadas, UFFS e UFSC, este fenomeno se confirmou, sendo responsável não só pela expansão como pela reestruturação física e acadêmica das universidades. Todos os gestores de ambas as instituições reconheceram a importância e a grandeza de tais investimentos que tem contribuido para o desenvolvimento não só das universidades como de todo o país. / Higher education in Brazil is experiencing a major transformation that occurs through its restructuring and expansion. This research presents and analyzes the actions of financing the expansion of federal higher education in Brazil, which is based on two aspects: the creation of new universities and restructuring and expansion of existing universities through the Program of Support to the Plan of Reorganization and Expansion of Federal Universities (REUNI). For this reason, it was chosen in the universities created from 2002 the Federal University of Southern Frontier (UFFS), founded in October 2009 and at the universities restructured the Federal University of Santa Catarina (UFSC), which completed 50 years in 2010. Thus, it was identified the perceptions of university leaders and it was tried to understand the prospects for financing and expansion of higher education in Brazil along with the public managers of the Ministry of Education. Since then, it was verified the importance of the expansion process for the Brazilian federal universities, mainly in the region in which they operate; the increasing of the number of university seats, especially for evening courses and degree programs to prepare teachers for basic education; the main actions to minimize the abandonment of the courses and the occupation of university seats; the optimization of the faculty; the applicati0on of resources for investment and maintenance; the reduction of cost per student; the association of the achievement of goals with the universities autonomy; and the relationship between the expansion of universities with quality. The research is exploratory, treating the data especially in a qualitative way. The study population is formed by high education institutions managers that is composed by Deans (Presidents) and also the managers responsible for the areas: Pro-Dean of Undergraduate Studies, Direction of Planning and Special Department of Buildings and Works in the UFFS; and Pro-Dean of Undergraduate Studies, Department of Planning and Pro-Dean of Infrastructure in the UFSC. In addition, in the Ministry of Education, was conducted a survey with the Direction of the Development Group of the Federal Institutions of Higher Education (DIFES). The data were gathered at documental and bibliographic research, and from questionnaires and structured interviews. The research results indicate a new national phenomenon; Brazil is experiencing a unique moment in relation to the expansion of higher education through public funding, especially in relation to the federal public universities. The federal universities are receiving funds from the public financing and in the universities studied, UFFS and UFSC, this phenomenon was confirmed, being responsible not only for expansion but for the physical and academic restructuring of the respective universities as well. All managers of both universities have admitted the importance and magnitude of such investments that contribute to the development not only for the universities as for the whole country.
