Acredita-se, todavia, que a lógica estratégica de mercado diverge, fundamentalmente, da orientação pluralista e coletivista sobre as quais estas organizações estão fundadas. Surge, nesse âmbito, a atenção para alternativas de gestão que possam convergir com os propósitos das organizações de origem social, com orientação dialógica e participativa. Optou-se então, neste trabalho, pelo uso da gestão social como lente analítica para compreensão da participação dos atores organizacionais nos processos de tomada de decisão em duas cooperativas catarinenses de origem popular, principal objetivo desta pesquisa. O presente trabalho teve como lócus de análise a Cooperativa de Mulheres Maricultoras de Governador Celso Ramos (COLIMAR) e a Cooperativa Social de Pais, Amigos e Portadores de Deficiência (COEPAD), localizada em Florianópolis/SC. Como base para pesquisa, utilizou-se referencial teórico que aborda os seguintes temas: gestão social, cidadania, cidadania deliberativa e participação, associativismo civil, cooperativismo e processo decisório. Os procedimentos metodológicos utilizados seguiram uma abordagem qualitativa do tipo estudo de casos múltiplos, caracterizando-se ainda como uma pesquisa aplicada e descritiva. A coleta de dados foi realizada através da análise documental, observação e entrevistas semi estruturadas. Para análise dos dados foram utilizadas as técnicas de análise de conteúdo e análise documental.Em linhas gerais, concluiu-se que a participação dos membros da COLIMAR nos processos decisórios aparece com maior intensidade, assim como o caráter deliberativo e consensual das decisões é mais acentuado. A organização apresenta fortes traços de gestão social e de cidadania deliberativa desde a sua origem até a forma como está atualmente estruturada. Na COEPAD, averiguou-se, de forma mais latente, a coexistência de traços de gestão social e de gestão estratégica no que tange a participação dos atores organizacionais no processo decisório, pois apresenta maior burocracia em suas estruturas e processos, todavia com possibilidades de participação e potencial para a sua ampliação. <br> / The routine observation of the organization that emerged from society and developed through the collective construction of social actors, shows that is not rare, that there are management initiatives actions that reproduce the market logical, labeled by the utilitarianism and the technical bureaucracy. It is believed, however, that the strategic logical diverges, fundamentally, from the pluralist and collectivist orientation which these organization are grounded. Arises, in this scope, the attention to the alternatives in management that could converge with the purposes of the organizations sourced in social, with dialogical and participation orientation. So, it was decided, in this work, to use the social management as analytical focus to comprehend the participations of the organization actors in the decision making process in two cooperatives stated in Santa Catarina, sourced in popular factors, to be the main goal of this research. The present work had as analysis locus the Mariculturists Woman Cooperative located in Governador Celso Ramos (COLIMAR), and the Social Cooperative of Parents, Friends and Patients with disability (COEPAD) located in Florianópolis/SC. As the base to this research, it was used the theoretical referential that discusses the following themes: social management; citizenship; deliberative citizenship and participations, citizen associativism, cooperativism, and decision making process. The methodological procedures used, was followed by a qualitative approach of the multiple case study type, characterizing also as an applied and descriptive research. The data gathering was done through the documental analysis, observations and semi structured interviews. To the data analysis, it was used the content analysis technique and the documental analysis. Roughly, it was concluded that the participation of the members in COLIMAR in the decision making process shows in a more intensive manner, as well the deliberative nature and consensus in the decisions. The organization shows stronger traces of social management and citzen deliberative , since their origin until the actual organization structure. In COEPAD, it was observed, more latent, the coexistence of social management traces and the strategic management in regard the participation of the organization actors in the decision makin process, because shows more burocracy in their structures and process, however with possibilities of participation and potential for expanding.
