As aerofotografias, que eram feitas com balões de ar quente desde a metade do século XIX, são transformadas agora, numa cartografia que integra um banco de dados numa rede de informações organizadas para gestão de cidades. Com uma velha idéia, uma nova tecnologia surgiu também para outras utilidades. Falamos das geotecnologias. Com o geoprocessamento de um município se obtém camadas de informações de várias áreas como infra-estrutura, saúde, educação, saneamento e criminalidade, permitindo a construção e o planejamento de políticas públicas mais efetivas. Porém, numa sociedade onde esses dados são essencialmente estratégicos, surge um tipo "mercado" de informações que será problematizado por essa pesquisa. O geoprocessamento é uma técnica biopolítica que pode ser caracterizada por Foucault como um dispositivo que articula informações que podem ser cruzadas politicamente na gestão pública municipal? Que agencia práticas de regulação das populações e resulta em formas de subjetividade constituídas pela gestão, vigilância e governo fino das populações? Este dispositivo biopolítico será o objeto e método de análise procurando responder o que essa geotecnologia como recurso de saber e poder consegue conhecer e como se constitui para governar a vida dos indivíduos. / Since they were launched in the first half of 2005, the satellite photos of high resolution of the "Google Earth" to the subject that has allowed internet viewing of the space of your city, neighborhood and home. Is the geoprocessing biopolitics a technique that can be characterized by Foucault as a device to articulate information that may be politically in managing public cross-municipal? Does that agency practice to regulate populations and results in forms of subjectivity constituted by the management, monitoring and fine government of the people? This biopolitical device will be the subject and method of analysis seeking to answer the Geotechnical as a resource and be able to understand how it is constituted in order to rule individuals' lives.
