281162.pdf: 4182607 bytes, checksum: 5e95a4b3a89eb547428c6d9a48c73441 (MD5) / A pobreza é um fenômeno precedente ao modo de produção capitalista, no entanto, as novas relações sociais e de produção, que emergiram no interior do capitalismo se encontram, historicamente, relacionadas ao agravamento das condições de pobreza dos indivíduos. O capitalismo sacramentou a divisão de trabalho entre campo e cidade, ampliou-a com maior intensidade no interior das manufaturas e, em seguida, dentro das fábricas. Do artesão, homem que detinha a habilidade necessária para a produção e arte final de um produto determinado, nasceu o trabalhador destituído dos meios pelos quais realiza o seu trabalho, dependente do assalariamento urbano e pobre. Deste modo, compreendemos em primeira análise, que o agravamento da pobreza no modo de produção capitalista pode ser considerado como resultado direto do processo pelo qual acontece a acumulação de capital, através da exploração do trabalho excedente do trabalhador, da produção da mais-valia e, da manutenção de um exército de trabalhadores reserva. Sabemos que ao longo da história recente da humanidade, o conceito de pobreza tem assumido diferentes roupagens e significados controversos. As abordagens sobre a temática
perpassam desde as concepções mais abstratas, onde a pobreza é considerada elemento essencial de renuncia ao indivíduo que pretende se aproximar de Deus e alcançar certo nível moral e espiritual. Por concepções mais austeras carregadas de #juízo de valor#, onde o indivíduo é culpabilizado pela condição de pobreza em que vive, normalmente, esta abordagem exprime a incapacidade ou indisposição do individuo de encontrar sozinho, meios para alterar sua situação. E, ainda, por significações no campo das ciências sociais, resultado de esforços teórico-empíricos na realização de pesquisas e documentações. Neste sentido, a hipótese a ser discutida em nosso trabalho é a de que a manifestação das situações de pobreza se dá em lugares e tempos específicos, e com pessoas concretas. Trata-se de um processo social em curso e, para além dos problemas conceituais de sua nomenclatura ou de índices e medidas de pobreza, interessa-nos perceber como ela se
materializa nas condições de vida das pessoas (KOGA, 2003) especialmente no inicio do século XXI. E ainda, vista de uma perspectiva a partir do espaço geográfico, este mote poderia apontar uma realidade diferente para a dinâmica da pobreza. A cidade de Florianópolis aparece, neste contexto, enquanto cenário empírico para nossas análises, embasadas por meio da investigação de três casos de estudo. Esperamos através de tais formulações, colaborar com o debate respectivo aos principais determinantes econômicos e sociais que emergem no interior das relações sociais estabelecidas a partir do século XX em Florianópolis e os reflexos sentidos no cotidiano da população pobre da cidade, trazendo à tona elementos que nos conduzam ao aprofundamento científico desta realidade no início do século XXI. / The poverty is a preceding phenomenon to the way of capitalist production, however, like new social relations and of production it surfaced, what in the interior of the capitalism are, historically, made a list to the aggravation of the Conditions of poverty of the individuals. The capitalism administered the sacraments to the division of work between field and city, enlarged it with bigger intensity in the interior of the manufactures and, next, inside the factories. Of the craftsman, man who was detaining the necessary skill for the production and final art of a determined product, there was born the worker deprived of the ways for which it carries out his work, dependant of the urbane and poor. In this way, we understand in first analysis, that the aggravation of the poverty in the way of capitalist production can be considered as a straight result of the process for which the accumulation of capital happens, through the exploration of the excess work of the worker, of the production of the surplus value and, of the maintenance of an army of workers it awaits. We know that along the recent history of the humanity, the concept of poverty has been assuming different clothes and controversial meanings. The approaches on the theme go by from the most abstract conceptions, where the poverty is considered an essential element of waiver of an individual who is intended to bring near of God and to reach certain moral and spiritual level. For more austere loaded conceptions of # valuable judgement #, where the individual is culpabilizado for the condition of poverty in which he survives, normally, this approach it expresses the incompetence or illness of the individual of finding alone, ways to alter his situation. And, still, for significations in the field of the social sciences, result of efforts empirical-theoretician in the realization of inquiries and documentations. In this sense, the hypothesis to be discussed in our work is it of that the demonstration of the situations of poverty happens at places and specific times, and with concrete persons. It the question is a social current process and, for besides the problems you conceptualize of his nomenclature or of rates and measures of poverty, it is interesting to us to realize how she materializes in the conditions of life of the persons (KOGA, 2003), specially, in the beginning of the century XXI. And still, put on of a perspective from the geographical space, this motto might point to a different reality for the dynamic one of the poverty. The city of Florianópolis appears, in this context, while empirical scenery for our analyses, embasadas through the investigation of three cases of study. We wait through such formulations, determinants collaborate with the respective discussion to principal economical and social what surface in the interior of the social relations established from the century XX in Florianópolis and the reflexes felt in the daily life of the poor population of the city, bringing up elements that drive us to a scientific aprofundamento of this fact the beginning of the century XXI.
