286818.pdf: 1322756 bytes, checksum: e12745224ed2681c074672467ec46740 (MD5) / Esta tese é resultado de uma pesquisa organizada a partir do cruzamento de dois conjuntos de informações: a origem dos votos dos deputados federais dos três estados do Sul do Brasil entre as eleições congressuais de 1998 e 2006; e a atuação parlamentar destes mesmos deputados, especialmente a partir das emendas individuais ao orçamento. Para isso, utilizamo-nos dos referencias teóricos e metodológicos da conexão eleitoral. O objetivo principal do estudo foi identificar e analisar as associações entre o perfil de votação dos parlamentares e sua atuação junto ao Congresso, bem como entre esta e suas chances de reeleição na eleição subsequente. Demonstramos que existem associações significativas entre o perfil de distribuição dos votos dos deputados federais e suas estratégias de atuação. E, principalmente, detectamos que a alocação de recursos, especialmente através das emendas individuais ao orçamento, não é capaz de aumentar, na eleição seguinte, as chances de o deputado seu autor obter mais votos entre os eleitores dos municípios que as receberam em relação às suas chances de obtenção de votos nos demais municípios. Assim, concluímos que a transferência de recursos do governo federal não pode ser tomada como estando entre as melhores estratégias mais eficientes para assegurar a reeleição. / This thesis is the result of a poll organized by the crossing of two sets of information: the source of the deputies votes of three southern states of Brazil between the congressional elections of 1998 and 2006; and the parliamentary performance of these same deputies, especially from individual amendments to budget, during the mandates between 1999- 2002 and 2003-2006. For this, we have used the theoretical references and methodology of the "electoral connection". The main objectiv e of the study was to identify and analyze the association between the voting profile of the parliamentarians and its work with the Congress, as well as between this and its chances of reelection in the subsequent election. We demonstrate that there significant associations between the distribution profile of the deputies votes and their strategies for parliamentary action. And, more importantly, we detected that the resources allocation, especially through the individual amendments to budget, isn#t capable of increasing, at the next election, the chances of the deputy to obtain more votes among municipal voters that received them in relation to their chances of obtaining votes in the other districts. Thus, we conclude that the resources transfer from the federal government can#t be taken as being among the most efficient strategies to ensure reelection.
