3.916/98, implementou um novo paradigma de assistência farmacêutica básica, diante da necessidade de regulamentação específica na área de medicamentos do setor Saúde. A partir deste contexto foi proposto como objetivo para a pesquisa analisar o processo de formulação da referida
política no âmbito do Governo Federal. Para atingi-lo, foram investigados os inúmeros fatores condicionantes ao processo e que influenciaram a formulação desta política nacional de saúde. Para a análise dos resultados, integrou-se ao trabalho algumas teorias aplicadas no campo da Administração Pública, como a teoria institucional, o modelo de análise do ciclo das políticas
públicas, a teoria da dependência de recursos, a teoria de stakeholders e os conceitos relacionados à governança e processo decisório. Foi utilizado o método qualitativo de pesquisa, sob as perspectivas interpretativista e indutiva. Foram coletados quarenta e dois documentos relacionados ao tema de estudo e realizadas oito entrevistas com atores da sociedade, academia e governo. Os documentos formais e as entrevistas transcritas foram analisados a partir de trinta códigos criados com base no referencial teórico e análise preliminar dos documentos. Como resultados, foram identificados fatores demandantes pela política relacionados ao contexto histórico; foi descrito o método de formulação; foi realizada análise do conteúdo da política; foram levantados os atos legais relacionados e, por fim, foram
apresentados os stakeholders envolvidos no processo. O presente trabalho contribuiu com a elucidação do método de formulação da Política Nacional de Medicamentos e a relação entre os fatores que afetaram e delinearam este processo, bem como com a proposta de um diagrama que apresenta os principais aspectos influentes sobre a formulação de uma política de saúde e as possíveis relações entre estes e o agente formulador. ______________________________________________________________________________ ABSTRACT / The National Drug Policy (PNM), approved by Decret GM/MS no 3.916/98, has implemented
a new paradigm of basic pharmaceutical care beyond the need for specific regulation of medicines in the area of the Health Sector. From this context, a goal has been proposed for these research to analyze the process of formulation of the policy within the Federal
Government. To achieve it, the numerous constraints to the process and factors that influenced the formulation of national health policy has been investigated. To analyze the
results, joined the work some theories applied in the field of public administration such as institutional theory, the model cycle analysis of public policy, resource dependency theory, stakeholder theory and concepts related to governance and decision-making process. It was used the qualitative method, under the inductive and interpretive perspectives. Forty-two
documents related to the topic of study were collected and interviews with eight players in society, academia and government were conducted. The formal documents and transcribed
interviews were analyzed from thirty codes created based on the theoretical framework and preliminar analysis of the documents. As a result, plaintiffs were identified by political factors
related to the historical context, the method of formulation has been described, the analysis of the contents of the policy was performed, related legal acts were raised and, finally, were
presented the stakeholders involved. This work contributed to the elucidation of the method of formulation of National Drug Policy and the relationship between the factors that affect this process, as well as the proposal for a diagram that shows the main influential aspects on the
formulation of health policy and the possible relations between these and the formulator agent.
