2012_FabioAssisGaspar.pdf: 2367702 bytes, checksum: 0a292e2415381cf4f1eaaafdc20aa1e1 (MD5) / Este estudo trata da análise das políticas voltadas para a capoeira implementadas pelo Ministério da Cultura (MinC) durante o período que envolve as duas gestões do governo Lula, especificamente do agendamento público da capoeira dentro do universo das políticas culturais. Os fundamentos históricos, teóricos e metodológicos que orientam este estudo para
uma análise crítica compreende que as políticas culturais representem uma das dimensões das políticas sociais, as quais, por sua vez, no campo das tensões entre Estado e sociedade, devem se constituir com referência aos direitos sociais universais no atendimento das necessidades humanas básicas como contraponto à interferência do capital na formulação das políticas
sociais. Assim, considera-se a capoeira como uma expressão da consolidação dos direitos sociais e culturais, e sob esta perspectiva buscou-se compreender quais os avanços e limites presentes no seu agendamento público. A partir das reflexões suscitadas, problematizam-se
algumas questões: (1) que o agendamento público da capoeira se torna resultado das mudanças políticas originadas a partir da ascensão do governo PT/aliados ao poder, bem como de uma maior institucionalização da pasta cultural na gestão federal que garantiu uma
compreensão ampliada do conceito de cultura; (2) entretanto, esse agendamento da capoeira no âmbito do poder público se apresenta contraditório, visto que a construção dos direitos sociais pela ação das políticas sociais resulta em ganhos diminutos aos sujeitos das ações
quando se compreende a efetivação desses direitos no atendimento das necessidades humanas; (3) tal situação é possibilitada tendo em vista uma organização estatal que visa atender às reivindicações advindas dos movimentos sociais sem se desatrelar dos preceitos neoliberais. ______________________________________________________________________________ ABSTRACT / This study deals with the analysis of policies directed to capoeira implemented by the Ministry of Culture (MinC) during the period involving the two Lula governments, specifically, the public schedule of capoeira within the realm of cultural policies. The
historical theoretical and methodological foundations that guide this study to a critical analysis, understand that cultural policies represent one dimension of social policies, which,
in turn, in the field of tensions between state and society should be constituted with reference to the universal social rights in meeting the basic human needs as opposed to the interference of the capital on social policies formulation. Thus, it is capoeira as an expression of cultural social rights consolidation, and from this perspective found it to understand what are the
advances and limitations present in it public schedule. From the reflections raised it discusses a few questions: (1) that the capoeira’s public schedule becomes result of political changes arising from the rise of PT government / allies to power, as well as from a greater
institutionalization of the cultural folder on federal management that assured an expanded understanding of the concept of culture, (2) However, this capoeira’s schedule under the
government it seems contradictory since the construction of social actions for social policies, results in diminished earnings to the responsible for actions when understands the effectuation of these rights in meeting of human needs, (3) This situation is made possible in view of a state organization that aims to meet the demands arising from the social movements without unleashing of neoliberal precepts.
