Previous issue date: 2007-03 / A pesquisa centrou-se na análise da inserção social da criança na cidade satélite de Ceilândia no Distrito Federal, tomando como foco de análise o Conselho Tutelar da Criança e do Adolescente existente na cidade. Sendo assim, lançou para construção desta investigação o exame a partir da observação participante, entrevistas estruturadas com os conselheiros e tratamento estatístico dos registros de ocorrências disponíveis no arquivo do conselho. A pesquisa teve uma duração total de aproximadamente um ano entre coleta de dados, observações e entrevistas, sendo materializada entre os meses de dezembro do ano de dois mil e cinco (2005) e setembro do ano de dois mil e seis (2006). Observa-se como a infância idealizada socialmente e estatuída juridicamente possui um tratamento distinto na realidade social em que se insere. Assim, de acordo com os dados estatísticos levantados a partir dos registros de ocorrência do Conselho Tutelar de Ceilândia (CTC) encontra-se, por exemplo, a categoria "inclusão em programa" com 28,9% da entradas, seguida pela situação de "negligência" com 20% e, por fim, 15,5% dos casos atinentes ao "atendimento em instituição de ensino". Verificou-se ainda que o CTC se erige como um espaço privilegiado de atuação frente a violação e promoção dos direitos da criança na cidade e a necessidade premente de políticas sociais que, de fato, alcancem a universalidade das crianças na localidade. Contudo, diante do quadro exposto afirma que somente a edificação de políticas públicas voltadas a esta população não garantem per si uma situação de excepcionalidade da infância, dado que vigora fortemente no trato com as crianças no país, uma visão patrimonialista, sexista e mesmo pueril do vir a ser criança. ________________________________________________________________________________________ ABSTRACT / The research centered in the analysis of the social insertion of the child in the satellite city of Ceilândia in the Federal District (Brazil), taking as focus of analysis the Council to Tutor of the Child and the Adolescent existing in the city. Being thus, it launched for construction of this inquiry the examination from the participant comment, interviews structuralized with the council members and statistical treatment of the registers of available occurrences in the archive of the council. The research had a total duration of approximately one year between collection of data, comments and interviews, being materialized during the months of December of year of two the a thousand and five (2005) and September of the six and a thousand year two (2006). It is observed as infancy idealized socially and decreed legally it possess a distinct treatment in the social reality where if they insert. Thus, in accordance with the statistical data raised from the registers of occurrence of the Council to Tutor of the Child and the Adolescent of Ceilândia (CTC) meet, for example, the category “inclusion in program” with 28,9% of the entrances, followed for the situation of “negligence” with 20 % e, finally, 15.5% of the cases relatives to the “attendance in education institution”. It was verified that the CTC if erects as a privileged space of performance front the breaking and promotion of the rights of the child in the city and the pressing necessity of social politics that, in fact, reach the universality of the children in the locality. However, ahead of the displayed picture it affirms that only the construction of directed public politics to this population does not guarantee a situation of exceptionality of infancy itself, given that it invigorates strong in the treatment with the children in the country, a patrimonialist, sexist and exactly childish vision of coming to be child.
