Previous issue date: 2007-11-28 / Este estudo discute teórica e empiricamente os desafios da ação profissional do assistente social, particularmente, no contexto das políticas de atendimento às necessidades sociais dos servidores e empregados públicos da administração pública federal brasileira. A dimensão epistemológica da metodologia desse estudo se funda na concepção teórico-metodológica weberiana, tendo o tipo ideal como categoria de análise histórico-comparativa. Problematizamos o objeto de estudo, discutindo teoricamente os conceitos de Burocracia, Organizações, Administração de Recursos Humanos, Necessidades Sociais, Política Social e Serviço Social. Enveredamos pela análise do desenvolvimento da burocracia e da política social à brasileira, destacando a discussão sobre as políticas sociais dirigidas aos servidores e empregados públicos federais, que constituem a base sócio-ocupacional da ação profissional do assistente social na administração pública federal. A discussão teórico-prática é perpassada pela análise das relações de autoridade subjacentes aos processos e relações estabelecidas entre a burocracia, as unidades de recursos humanos e a prática profissional. Discutimos os papéis e modelos de ação profissional do assistente social a partir da construção de uma tipologia ideal, que foi confrontada com os dados colhidos nas organizações públicas pesquisadas. O estudo revelou a força da dominação racional-legal sobre a ação profissional do assistente social, denotando um desequilíbrio de poder nas relações entre profissional e organização. Por isso, prevalece nesse contexto a determinação de um modelo de ação profissional racional técnico-instrumental, que sobrepuja a racionalidade ético-política dos profissionais, impelidos a se resignarem diante dos desígnios das organizações burocráticas. Por outro lado, os assistentes sociais vislumbram também perspectivas de alteração do status quo por meio do fortalecimento da organização coletiva e da qualificação profissional, na perspectiva de trabalhar em prol dos direitos de cidadania dos usuários. Além disso, a pesquisa mostrou que o foco da Seguridade Social do Servidor Público Federal, decorrente das reformas do Estado para o ajuste neoliberal, é o aperfeiçoamento gerencial que visa, em última instância, reduzir os gastos com pessoal, em detrimento da valorização do servidor, ou melhor, dos direitos sociais dos servidores e empregados públicos. _______________________________________________________________________________ ABSTRACT / This research discusses theoretical and empirically the challenges of the social worker’s professional action, particularly, in the social policy of the public employees of the Brazilian’s federal public administration. The epistemological dimension of methodology here is based on the conception of Weber, using the ideal type as a category of historical-comparative analysis. We analyzed the study object, discussing the concepts of Bureaucracy, Organizations, Administration of Human Resources, Social Needs, Social Policy and Social Work. We also analyzed the development of the bureaucracy and of the social policy in Brazil, detaching the discussion on the social policy driven to the federal public employees, that constitute the partner-occupational base of the social worker’s professional action in the federal public administration, placing the context in that the social workers are requested. The discussion theoretical-practice is crossed by the analysis of the underlying authority relationships to the processes and established relationships among the bureaucracy, the units of human resources and the professional practice. We analyzed the roles and models of the social worker’s professional action starting from the construction of an ideal typology that was confronted with the data picked in the researched public organizations. The study revealed the rational-legal dominance about the social worker’s professional action, denoting an unbalance of power in the relationships between professional and organization. Therefore, it prevails in that context the determination of a model of rational professional action technicianinstrumental under the optics of the organization that surpasses the professionals’ ethicalpolitical rationality, who is impelled to be resigned in conformity to the purposes of the bureaucratic organizations. On the other hand, the social workers also glimpse perspectives of alteration of the effective order through the invigoration of the collective organization and of the professional qualification in the perspective of working on behalf of the rights of the users citizenship. Besides, it showed that the focus of the Social Security of the Federal Public Employee, derived on the reforms of the State for the liberal adjustment, is the managerial improvement that it seeks, ultimately to reduce the expenses with personnel, to the detriment of the valorization of the public employee, or better, of the social rights of the public employees.
