Previous issue date: 2008-05-30 / O setor do transporte aéreo é um sistema que compreende um conjunto de organizações, que pertencem às pessoas jurídicas de direito público e às pessoas físicas e/ou jurídicas de direito privado cujo campo de domínio ou de atração é o transporte aéreo. Assim, o setor do transporte aéreo está inserido em um ambiente que é influenciado por fatores econômicos, políticos, culturais e demográficos, que interferem nas políticas e nas estratégias governamentais ligadas à estrutura e à dinâmica do transporte aéreo, afetando física e operacionalmente o Macro-Sistema de Transporte Aéreo – MSTA. Desde o início da década de 90, observou-se um aumento considerável do mercado aéreo, gerando maiores demandas por passageiros, caras e conseqüentemente, por aeronaves. O crescimento do mercado permitiu o aumento da oferta do número de vôos na malha aérea brasileira, porém, os investimentos para melhorias, expansão ou construção de componentes da infra-estrutura aeroportuária foram tímidos, não acompanhando o processo de desenvolvimento do setor. Questões sobre falhas ou insuficiência no planejamento do setor foram levantadas com a crise aérea que teve início no final do ano de 2006, onde ocorreram atrasos e cancelamentos de vôos, greve dos controladores de tráfego aéreo, insatisfação geral, comprometendo todo sistema aeroportuário. Dessa forma, o presente trabalho propõe uma avaliação subjetiva do setor aéreo brasileiro, com objetivo principal de estudar o setor a partir de uma análise sistêmica que deu subsídio à pesquisadora de apresentar propostas para o planejamento do setor aéreo brasileiro, através: de uma conceituação geral do setor onde os termos e os aspectos foram devidamente definidos; da identificação sobre os principais problemas e necessidades observados para o transporte aéreo brasileiro compreendendo o papel da agência reguladora do setor, o desequilíbrio entre a crescente demanda com a atual oferta do transporte aéreo, os entraves decorrentes da existência de atividades na área de entorno aeroportuário e os riscos das tendências futuras para a infra-estrutura aeroportuária; e, dos desafios e dificuldades para investimentos no setor. Dessa forma, foram constatadas algumas fraquezas no que tange o setor aéreo nos pontos que foram abordados, principalmente, na inter-relação das organizações públicas, no poder da regulação e nos investimentos aplicados, enfraquecendo o desenvolvimento do setor e fortalecendo a idéia da urgência de planejamento no setor. __________________________________________________________________________________________ ABSTRACT / The air transportation sector is a system that comprehends a set of organizations, that belongs to public legal entities e to individual and/or to legal entities of the private sector whose field of attraction or work is the air transportation. So, air transportation sector is inserted in a environment that is influenced by economic, political, cultural and demographic factors, that interfere in the government policies and strategies connected to the structure and to the dynamic of the air transportation, affecting it physically and operationally the Air Transportation Macro-System – ATMS. Since the beginning of the 90’s, it was verified a considerable increase of the air market, creating higher demands for passengers, expensive and therefore, for aircrafts. The growth of the market allowed the increase in the offer of number of flights in the Brazilian air space, however, the investments for the improvements, expansion or the construction of airport infrastructure compounds were humble, not following the sector’s development process. Issues on the flaws or the insufficiency of planning in the sector were raised with the air crisis that began in the end of 2006, when flights were cancelled and delayed, flight controllers went on strike, general dissatisfaction, which compromised the entire airport system. So, the present paper proposes a subjective evaluation of the Brazilian air sector, with the main objective the study of the sector through a systemic evaluation that provided aid to this researcher to present proposals for the planning of the Brazilian air sector, by: a general evaluation of the sector in which the terms and aspects were properly defined; the identification of which the main problems and needs of the air sector were observed comprehending the role of the sector’s controlling agency, the disequilibrium between the increasing demand with the current offer of air transportation, the obstacles derived from the existence of activities in the surrounding areas of airports and the risks from the future trends for airport infrastructure; and, the challenges and hardships for investments in the sector. So, some weaknesses were observed regarding the air sector in the points mentioned above, specially, in the inter relation of public organizations, in charge of the regulation and in the applied investments, weakening the sector development and strengthening the idea of an urgent planning of the sector.
