Discute que as abordagens bioéticas que se referem às práticas dos profissionais de saúde ou da gerência institucional identificam apenas parcialmente o conflito bioético existente e promovem somente a capacitação técnica do profissional ou soluções de caráter gerencial como a forma de encaminhamento de tais conflitos. Analisa também que as aproximações que consideram o papel do Estado frente aos problemas éticos apresentados o fazem com um viés institucionalista. Enfatizando que essas abordagens não conformam uma visão completa da realidade, por negligenciarem a atuação do Estado em seu papel ativo na definição das políticas sociais e de saúde; utiliza a fundamentação teórica da Bioética de Intervenção para ressaltar ser o Estado uma estrutura de poder que deve intervir na esfera socioeconômica para garantir os direitos de cidadania. Concluindo, o estudo considera que essa abordagem pela Bioética de Intervenção, que discute a realidade das políticas públicas onde as práticas individuais e o gerenciamento do sistema assistencial estão inscritos, deve ser o ponto de partida onde devem se situar as análises bioéticas sobre as relações gerenciais institucionais e as ações individuais para a prevenção e controle das infecções hospitalares. _______________________________________________________________________________ ABSTRACT / This study analyzes the actions of hospital infection control and prevention from
the point of view of bioethics. It argues that bioethical approaches that refer to the
practice of health care professionals or institutional management alone identify the
bioethical conflict at hand only partially, merely promoting technical training of the
professionals or solutions of a managerial character. It also analyzes the
approaches that consider the role of the State regarding these ethical problems
with an institutionalist bias. It concludes that these approaches do not make up a
complete view of reality because they neglect the action of the State in its active
role in the definition of social and health care policies. It does so utilizing Bioethics
of Intervention to highlight the fact that the State is a structure of power that ought
to intervene in the socioeconomic sphere to guarantee citizenship rights. Hence,
this study argues that the Bioethics of Intervention approach, which discusses the
reality of public policies in which individual and management practices are
embedded, ought to be the starting point for bioethical analyses about institutional
management relations as well as individuals' actions towards the control and
prevention of hospital infections.
